MINNEAPOLIS GOES TO GRAND JURY UNITED STATES GOVERNMENT PRESENTS STRONG CASE AGAINST HARVEY S. ROGERS DENIES ANY KNOWLEDGE OF CONCEALED LETTERS Postoffice Inspector Gregory Relates the Manner in Which He Trapped Rogers With "Test" Letters—Postage Stamps of Various Denominations Found in Rogers' Room. United States Commissioner Abbott yesterday held that the evidence sub mitted by the government against Har vey S. Rogers, a Minneapolis mail clerk, on the charge of "secreting and em bezzling from the United States mails" was sufficient to warrant the defendant being held to the federal grand which convenes In this city, Sept. 2. Bail was fixed at $2,000. The preliminary hearing was taken up yesterday afternoon before United States Commissioner Abbott, Assistant United States Attorney Al J. Smith ap pearing for the government, and At torneys Bond and Armstrong for the defendant. The first witness called for the gov ernment was Postoffice Inspector Har vey T. Gregory, who arrived in St. Paul, Aug. 6. and reported to Chief In- Bpector Fosness, who assigned him to the case Aug. 7, during which time up until Aug. 19, he had labored assidu ously with remarkable success. Trapped by "Test" Letters. Without referring to notes, depend ing entirely upon his memory, Greg ory gave a detailed report of his ac tions for the two weeks in which he worked on the case. He told how in the presence of Assistant Superin tendent of Mails J. G. Walker, he had prepared the "test" letters with which Rogers was trapped. The letters were directed to Etta M. Nichols, Sandstone, Minn., ana John C. Deakin, Shakopee. Minn. The former contained two 51 silver certificates, end the latter four $1 silver certif icates. These letters were mailed reg ularly in the office, and should have been dispatched on certain trains dur ing the afternoon. Inspector Gregory was waiting at the trains when the mail pouch from the postoffice arrived, and on going through the contents thf-se two particular letters did not show up. This led to the suspicion of Mr. Rogers, as he was the person who handled these letters after they had been mailed at the office by Assistant Superintendent of Mail Walker, who watched the letters through their pro cess of reaching Rogers; after they had gotten into his hands the vigil ance of the assistant superintendent, so far as the letters were concerned, ceased,and from then on he devoted his attention to watching the actions of Rogers. * Thirty-nine Letters Concealed. Rogers while at work wore a large apron with pockets in it, and when he finished his labors for the day he was seen to roll his apron up, and in stead of placing it in his own locker, he placed it in the locker of one of the other clerks. Assistant Postmaster Hughes, learning through Inspector Gregory that the "test" letters had not been dispatched on their regular trains, called Rogers into his private office and asked him regarding his methods of dispatching mails. Rogers told of the manner he had in \ handling the mails which was in ac :ord with the regular instructions. - While Rogers was closeted with the assistant postmaster, Inspector Greg ory appeared on the scene" and ac cused Rogers of havfng intercepted the "test" letters. This Rogers stoutly denied. He was searched, but nothing was found on his person. His apron was brought in, which he identied as belonging to him and the one he usu ally wore, and in it was found the two "test" letters together with thirty seven others. Stamps Found in His Room. Rogers denied any knowledge of how the letters had gotten into the pockets of hia apron. He was then taken to his room and everything there was searched, which resulted in the find ing of $8.95 in postage stamps of vari ous denominations. He claimed that these stamps had been sent him by his mother and others, while he was in the Philippines with the Thirteenth Min nesota. Col. C. McC. Reeve and John T. Chambers signed the bail bond. WOULD HAVE AMES RETURN. His Friends Desire Him to Run the City Again. It is understood that a number of de posed policemen are trying to have May or Ames return to Minneapolis and again assume control of affairs in the city. It fa said that there are several envoys with the doctor at West Baden using their in fluence in the direction of securing his return. Odell filed some time ago, but finding that Mr. Llnd in tended to come out, withdrew from the field and filed for the Democratic nomina tion for county attorney. SIX MORE APPOINTMENTS. Mayor Jones Still at Work on Police Reorganization. Sampson J. Eide, John Galvin, Peter McLaughlin, Paul Mousso, John Kerr and Patrick Finn were appointed to the police force yesterday. While there are several dismissals and reductions, the police officials de clined to talk about their work other than to give the names of the six men appointed to the force. Galvin was sidewalk inspector under Mayors Pratt and Gray and Mousso was sergeant attached to the east pre cinct. At the time these men were appoint ed letters were sent to several police men " informing them their services were no longer required, or else noti fying them they had been reduced in rank. It is understood in police circles that the officers at the municipal court who have been drawing salaries as captains, lieutenants and sergeants will be reduced to the rank of patrol men. Mayor Jones says he will make no explanations of his action in remov ing certain officers. -. ' There have . been several "knocking committees" at the city hall request ing the removal of certain men. The mayor says.it would be scant justice if he - accepted as true all : the com plaints. He is satisfied that Mr. Waite and Chief of Detectives Doyle will secure evidence regarding the members of the force, and they will not act with un due haste. Yesterday Thomas F. Lally, president of the Retail Liquor Dealers' association and a candidate for the Democratic nomi nation for mayor, called upon the mayor and pledged him the . hearty support of the association in the effort to place the liquor business on a higher plane. ST. CROIX LUMBER COMPANY SELLS Retail Yards in Minnesota and South Dakota Disposed of—Stiliwater News Round Up. The St. Croix Lumber company, of South Stiliwater and Winton, Minn., has sold a number of its retail yards throughout Minnesota and South Da kota and will gradually retire from the retail field. The company owned forty one yards and thirty-five of them have already been disposed of. The retail yard at St. Paul willbe maintained. / Alexander M. • Deragisch, a well known Stiliwater young man, will be married at Fort Sheridan, 111., Sept. 3, to Miss Minnie Jones, who < was for several years ... stenographer in the office of Warden Wolfer at the prison.
