WASHINGTON, D. C, Sept. 29.—The
secret/"of the treasury has. issued a

matter,- in which he permits the order
made by Assistant Secretary Arm

reducing the size of'the • stamp and to
attaching it.in a-less conspicuous place
on* the "■ box."-He reverses the order
wherein it required the stamp to be of

stamp, and . it will be placed on the
bottom "of the box 'instead •of the - top,
but at the end where ■it "now." appears

Secretary Shaw., in-.his 7statement ac

".'-iThe' testimony .established "the fact
that the r present stamp is 7 used as a
trademark by '""the'v? cigar importers;
that this trademark is valuable rto

cigars in the United States, and that
cigars art effect the only commodity
Impbrted>/IritiitJtH'e''"o*i«ted States that

mark. 7. In ..view of the fact that this
government stamp in its present form
undoubtedly gives a pecuniary advan

order ( already issued;.hy the :■■ depart

The government's busluess is to col
