It is safe to say that the credits which have been creat ed for war purposes in this country will be liquidated at the end of the war because they rest at last upon the credit of the Government. With the concentration of more than $2,000,000,000 of gold in the pos session of the Federal Reserve Banks, and with a reserve of 51 Vz per cent, against all liability on October 4, 1918, and a reserve of 69 per cent, against deposit liabilities after providing a 40 per cent, reserve against Federal Re serve Notes, there can be little doubt of their ability to liquidate the credit structure without endangering our specie basis. The war has produced a great eco nomic change in the country which has been accompanied by an expan sion of our industrial plant, particular ly along the lines of chemical, ship building and steel products. This is going to lay a sound basis for the development of the foreign trade of the country and will enable America to play its full part in the development of the world's areas which were in the process of being opened up at the outbreak of the war.
