haps tho fact of Dorscy's inclination, if
it was n fact, or the rumor of it, if it
was nothing more, may bo explained
by recent revolutions of tho Postollleo
Department. Tho Investigation which
have been going on under Postmaster-
General dames show that with tho aid
of Brady, a ring of politicians and plun
derers has stolen some three millions of
'dollars from tho United States by
means of raised "star route" contracts.
The method of this partlbtilar fraud
which, morally, is not different from
the method of "raising" n cheek or a
bank note is simple enough. For
example, a contract for carrying a
weekly mall between tho town of A
and tho town uf R would bo awarded
for a thousand dollars to the lowest
bidder. Presently a sham petition
would be presented to tho department
for the Increase of tho service, although
there had been no increase in the num
ber of letters to bo carried. There
upon ltrady, under a strained authority
of law, or under authority which never
should have been givun, would make a
contract with one of his favorites, and
without proposals or bids, for doln
the unecuMurly increased work for ten
thousand dollars; and the ring would
divide tho money. This fraud was
familiar, or ought to have been familiar,
to tho lato Congress, which refused to
break up the swiudlu and exposo the
swindlers. It was familiar or ought to
have been familiar to tho superior
officers of llnuly who kept him in tho
place ot Second Assistant Postmaster
General long after attention had been
directed to his Irregular proceedings
proceedings so Irregular as to raise a
presumption ot fraud. "The amount
known to have been oocketod by the
Stephen W. Dorsey gang," says the
New York Times, "in excess of the
amount called for by their original bids
