It Is stated that no; only faimers and groups of farmers, but individual companies will bo able to obtain loans by meeting tho roqulromcnts of tho War Flnanco Corporation. A few companies and association of farmers already have made application. Pa cific Northwest Interests aro tho only grain handlers to seek loans on grain thus far. A majority probably will find ordinary sources of funds offer ing terms fully as good or better than tho War Flnanco Corporation. Congress has felt almost under necessity to do something for the farmer. It pissod an cmorggncy tariff that did little or no good. It cnactod tho Capper-Tluchcr bill that has not helped farmers. WASHINGTON, Sept. 22. Hitting at banks which profiteer on redis counts, and which misrepresent tho attttudo of the federal reservo board to excuse refusal of loans to farmers, W. P." a. Harding, governor of tho board, haii slammed back vigorously nt those In and out of congress who havo been complaining of alleged re striction by Washington of agricul tural credit. Governor Hording defended tho board from theso attacks In a letter to Governor McKolvIo of Nebraska, who inquired whether receipts for grain stored on the farm could be mado tho basis for loans eligible to rediscount and thus extend the cred it facilities to Nebraska farmers. "Tho federal reserve board," ro plled Governor Harding, "has always stressed tho Importance of sustaining tho agricultural and live stock Inter ests of the country and Its policy has alvvavs been shaped with a view of encouraging member banks to extend all reasonable accommodations to thoso engaged In theso vital Indus tries. "About one-third of the member banks In the Kansas City district have boon very heavy borrowers In tho last year, another ono-thlrd have been only moderato borrowors, while tho remaining third havo not borrowed at all. Showing up tho profiteering by banks or rediscounts, Mr. Harding told of 111 notes aggregating $1,031, 835 discounted at 6 per cont for 21 banks by tho Omaha reservo bank branch September 9. On 52 of these notes tho banks had charged tho bor rowers 10 per cent, tho Nobraska maximum, 21 notes 9 per cent, two S V4 per cont, fourteen 8 per cent, thirteen 7 Vi per cent, five 7 per cont. two CV4 per cecut, nnd two 6 per cent. "Where a bank in Nebraska," Mr. Harding said, "is able to rediscount at tho federal icsorve bank at 0 per cent per annum paper which It has taken from Its customers at 10 per cent, the profit Is (6 2-3 per cent. It tho paper Is taken at 9 per cent the profit is 50 per cent, or it at' 8 per cent, tho profit Is 33 1-3 per cent.
