Roosevelt did not abandon his poli cy, but the threatened panic took on special and new features. There was no general panic, in fact, but certain trusts and syndicate stocks were depressed and finally slumped. As a fact, the bottom dropped out of most of such stock and the Street was in an uproarious panic, but the country at large moved along as se renely as usual. It was simply a tempest among the trust stockhold ers. The tacts are, the president's attack on certain combinations call ed attention to the fact that iu gen eral the trusts are overcapitalized; that their values are overstated and their stock mostly water. This was acted upon by the public and trust stocks would not selt. They sim ply remained in the "mow" of Wall Street. Mr. Morgan called them "undigested securities," That's a good name for them. They laid so heavy on the stomachs of the Street that spasms ensued and still ensue, at odd intervals, in acute and aggravated form. That's all there is to the panic. It's sim ply financial spasms caused by in digestion and indigestible securities. And this is now the explanation given by the trust junta. Roose velt is not charged with the respon sibility any more, .for the simple reason that the public is wise enough to know that it the president is in any way to blame, it is only in the matter of pointing out the bad char acter of these same trust securities.
