Tbe rural schools of your county need such at tention as only an efficient superin tendent can give by devoting all hi time to them. No one claims that all inefficiency may de eliminated, all differences overcome or all waste stopped by such an ctTicer; but it is certain that a fairly good superin tendent can improve condition very much. For tbe purpose of determining as far as possible tbe cf- cts of super vision on the strictly lutal schools in twelve counties tbat have adopted it tbe following comparisons have been carefully made with twelve counties not having supervision. Those se lected are equal in wealth and pop ulation of those having supervision when all town schools are eliminated as they have been. The onlv other eltjnent tbat affects those havir-g su pervision is their proximity to towns and cities having excellent school systems. This is an additional ar gurnent in favor of supervision. The rural districts of the twehe counties having supervision enroll Si per cent of tbe children enumer ated therein and each child enrolled attends an average ot 99 dayt; in the twelve not Loving supervision, the eoiollment is only 74 per cent and etch child average only 91 days in attendance. There are 1307 ru ral districts in the counties having supervision and 1045 of them have libiarie averaging iu value $37.10. There ere 1333 uch district in tbe other counties and only 7970! them have libraries averjgmg in value $21.15.
