Following a conference of the milk dealers of the city of Havre, the follow ing prices and conditions have been adopted by them, to take effect on Wednesday, Nov. l.": 1. The price of milk will be eight cents a quart in quantities of less than five quarts, seven cents per quart in quantities over live and under Id quarts, 63 cents jer can in can quantities.. 2. The price of cream will be: One quart, (iOc; one pint, 3ic; one-half pint, Pie; one-fourth pint, 8c; and not less than one-fourth pint shall he delivered at any one place. 3. All customers will be required to furnish a bottle for each bottle received, pint for pint and quart for quart. 4. Each milkman's route will be coy. cred only once in 21 hours, eliminating the expensive double delivery system. A number of things have led up to the adopting of these conditions. Reports of the dealers show that at present tle margin of profit is not in keeping with expenses. The higher prices of labor, material and all commodities have in creased the cost of delivering milk. Re ports from several of the towns tid cities of Massachusetts show that it costs from 2 to 4t'3 cents per quart to deliver milk. The recent raise in price asked for milk by the producers naturally necessitates an increased cost to the consumer. The large number of milk bottles lost by the individual milk men from one cause and another adds a large item of expense to delivery. This loss for the most part has been stood by the milkmen, hence the attempt to regulate the bottle question by simply asking the customer to furnish hs much capacity in bottles as he desires milk. The custom adopted in this city of de livering milk twice a day to tlie same ronsumer adds a tremendous item of ex pense to the milkman's business. The ronvenience which this method furni-hes to the consumer is very slight indeed. Rarre stands practically alone in this re spect, being the only city of its m.p in this part of the country where such a method of delivery has been generally idopted. Some notable statements were made by President and President-elect Wilson at Williamsfown, Mass., one day last week following his second triumph at the polls. He gave no indication of puerile joy over his success; nor urn ne irmiiige himself in any gloating over the re turns, so far as one can judge by the facts made public. On the other hand, he seemed to be. steadied by verdict of the people and to realize that they had reposed a great confidence in him, a con fidence which could not be reckoned light ly. His "Let us forget our differences and unite for common service was cal culated to strike a responsive chord in the hearts of a great many people out side of his party organization. It was a statement which a victor could well af-j fori! to make; it is just the kind of statement which would lift Hughes into a still higher position in the affections of the American people should he vouch safe to utter it in his hour of defeat. Political opponents for a short time, ar rayed in battle formation, Americans are, or should be, patriotic citizens from this time forth, ready to uphold the pres ident of the United States when he is in the right and criticizing him only when he is mistaken in thought or in act. To make a stronger and better United States, from this time forth Americans of all political beliefs should rally to the common good, forgetting for the time that the man at the head of the nation comes from any political organ ization. Inquiry info the problems of r-ilway regulation will be begun at Washington the 20th by the joint congressional committee named for that purpose when, it is expected, repre sentatives of every interest affected will be heard. Chairman Newlands of the committee already has acceptances to ap pear from prominent shippers, bankers and railway presidents, as well as a number of leading economists. In addition representatives will appear for the four railway brotherhoods, the express, telegraph and telephone com panies, the New York Paper &. Pulp Traffic association, the National Associa tion of Manufacturers of Medicinal Products, the National Association of Railway Commissioners, the Chamber of Commerce of the United States, the Farmers' Co-operation association and THE REPUPLICAN "COME-BACK." In the long run Amer ica will be benefitted by just such ex ercise of the right duty of private judg ment as is indicated by the election re turns this year. Thus it can le claimed by the Repub licans, and with no slight lasis in fact, that the election of Pld was a "come- tiack" for them in considerable measure albeit thev did not succeed in winning the presidency over a candidate of tre mendous grip on the nation. To advance from a hopelessly outclassed party in 1!12 to a position of almo-t equal strength with the winning organisation shows that the Republican party is based on a strong foundation.
