The food dictatorship, it is said, may eventually outdo even the thoroughpess of the Herman system. The British people are fully prepared for the sacrifices which it is realized will be consequent upon operation of the new T.Ian. The public is all the more willing to submit to the hardships of a controlled food supply in view of the thrilling stories of P-ritish army heroism now reaching here. It was accepted here that the first ac tivities of the new dictatorship would have to do with limitation on the use of sugar in costly confectionery, of indis criminate feeding to animals of vege tables suitable for human consumption and of wasteful use of white, flour and potatoes. Retail food prices, according to semi official statistics available yesterday, how that in a vear there has been an in crease of about 27 per cent. Leaders of. the four railway brotherhods will address the American Federation of Labor con vention here next week on the eight-hour principle. Their appearance is expected to mark the beginning of a concerted light for the recognition of eight hours as a working day for all classes of em ployes. At the same time the appearance of tho brotherhood leaders Warren S. Stone of the engineers, A. li. (iarretson of the conductors, W. C. Iee of the train men and W. S. Carter of the firemen: expected also to hasten the coalition of the brotherhoods with the federation. Labor leaders hope to force an eight hour day, not through legislation but through the power of organized labor. "We are afraid of legislation," the high federation official who revealed the above plan said. "What is done by legislation can be undone. We want to nut throutrh an eight hour day principle by direct ne gotiation with private employers through the force of organized labor. "We want, if possible, to extend the eight-hour day to all industries. It is undisputed, that it makes for efficiency . A man can do more and better work in eight hours, when results are tabulated, than he can in a longer day. At pres ent, the ship building trade comprising machinists, boilermakers and other unions-has no standard day. The govern ment navy yards work their men eight hours a day. Private shipbuilders work their employes nine or ten or more hours a day. We are going to try to obtain recognition of the eight-hour day in this (rude anil also in the iron and steel in dustries." Labor bailers, it was said, have leen encountered bv recent, statements of President WiNon that the eight hour day was inevitable. J liev expect to stand iK'hind the government in its fight to prove the constitutionality of the Adam- son law. The eo-operation of the brotherhoods and the federation in the eight-hour dav light will mean the coalition of the two great organizations in time, leaders here agree, it will not be at this convention, but perhaps at the next, they think. 'J he federations nglit for the eigbt hour day is expected to lie based on the report of the executive committee, which speaks strongly of the necessity for na tional recognition of eight hours as a basic working day. It is considered like ly that when the federation delegates visit. President Wilson to-morrow thev will discuss this question with him and ask for advice. Signs multi plied yesterday that a great battle, or series of battles, is to be fought this winter over railroad questions of the first magnitude. With the railroads seeking to enjoin enforcement of the Adanison law and the administration and the brotherhoods taking steps to compel its enforcement there is trouble ahead on this score. It is intensified by the threat of the broth erhoods to strike and by the disposition i of a large element in Congress to force through a law like the Canadian disputes act. President Wilson has promised to further such legislation, .should a strike come, there is every reason to believe the ; president will take prompt steps to op erate the roads. That there will be no end of compli cations over the Adamson measure in the courts, in Congress nnd in the relations of the roads and men ia universally be- , lieved.
