THE PROqRKSS OF THE SUBMARINE CAMl'AIOX. Not much is being said at the present time about the progress of the (Icrmanj Submarine campaign on commerce ships i of all nations entering, and going from, port of the entente allies. Those condi tions are either being overshadowed by the more striking events taking place be tween the land forces on the western war front, or they are being purposely mini-1 mized because of the encouragement which would be given to Germany through confession of food shortage by the entente countries. Nevertheless it is evident that the German U-boats are not being cheeked in their deadly work to any great extent. It is said that the British admiralty, in taking the United states naval authorities into its confi dence following the action of the Wash ington government in joining hands with the entente, gave away many of the se crete of the British navy, including the statement concerning the number of Ger man submarines captured or sunk. Of eotirse, the world is not permitted to know what those figures are; but it is evident from the admitted losses of Brit ish shipping that the submarines increase faster than they are destroyed by the entente. For instance, the British admir alty admits that two score of merchant ships were sunk during the week most re cently reported upon, which is a number somewhat in excess of the average since the German campaign of unrestricted; commerce warfare was undertaken. It comes down, therefore, to a test of edur ame, whether the entente nation, with the aid of the United States, can furnish enough ships to keep ahead of the de vourers of the vessels, while at the same time the submarine chasers are doing their utmost to reduce the, peril. The i German admiralty is redoubling its activ ity in order to get in its work ahead of the aid which the United States can offer in the shape of a thousand commerce i vessels. Hence it behooves the United I States to rush the work of construction ' to the very limit and in the meantime toj throw in all the commerce carrying ves- j sels available. We must give the entente j nations our very best, even though it; might mean the last ship under American j registry. Germany i defeated, virtually defeated, except in this most desperate phase of its activity. The United States i must defeat Germany in this.
