The Evening Stand ard says many people are puzzled by the confident optimism of Lloyd George's reference to the U-boat campaign when addressing the Belgians on Saturday. The navy chiefs calcu lated a steeply ascending curve of cas ualties as day by day the curve length ened, they warned tho government. A sentry guarding the cantonment discharged his rifle at the parade of the Belgian war mission here yesterday when the car leading the procession refused to heed his command to halt. The caw of the University of Ver mont's German professor, Hcrr Appel mann. sems to have been reopened to dis cussion at least by letters from Governor Graham and Rcdfield Proctor, which have been made public by the Burlington News. It seems that these two trustees were not present at the meeting of June 23, when by a vote of seven to five the trustees revoked their previous action in accepting Professor Appclmann'g resigna tion. Governor Graham says thst if he had been at the meeting he would have voted against reinstating Appelmann. Mr. Proctor, who attended the early ses sions of the June meeting, says he had not the slightest intimation that the Ap-j pelmann matter was coming up and that j if he had he certainly should have voted against his return to the faculty of the university.
