The Vermont committee or! public safety during the war justified its name; it comes out with a balance of $J,300 on hand. and although Manchester is quite close ly related in business matters with Massachusetts, where the daylight sav ing system is on operation, Manches ter's first Interest is with New Hamp shire, or" that part of the state lying in the southern tier of counties. Under the daylight saving system Manchester was very much out of joint with the remainder of the state; and the action of the city council in rescinding the order establishing the system this sum mer (a not to be wondered at. Daylight suving ought not to be attempted un less uniformly throughout a wide area of the county, say, for instance, the New England states, New York and New Jersey. There might be disar rangement on the western border of New York and New Jersey; but the re mainder of the district could get along very well and make more progress. .There were some real brainstorms in Matewan, W. The choice ought to be made on the merits of the location. The Volstead act has been invoked in the case of a southern Vermont mer . thant accused of dispensing extracts nd Jamaica ginger for beverage pur poses. Emery's frank statement re garding his part of the framing of the corrupt practices law now on the Btat ute books of Vermont ought to go far toward silencing the restricted clamor beina made against the Newport can didate for governor. Sotne of the news papers seemed to take the stana mat because Mr. Emery, when he was a member of the legislature, attempted to stop the use of great sums of money in political campaigns, he was guilty vt committing a reprehensible act against the state of Vermont, whereas his .only purpose was tU prevent a repetition of some of the scandalous practices in Vermont political life. Mr. Emery was working for the best interest of the state when he assisted in framing the corrupt practices law; and we believe the people of state will commend him now for these effort if they did no. extend commendation when the law was placed on the statute books. If the op ponents of Mr. Emery have nothing better than that on which to base their onoosition to him as a candidate for governor they are in a hard way indeed. Why Shouldn't H? Despite the somewhat extravagant ilaims of the managers of the Wood md Johnson campaigns, it is quite cer Bin that neither of those candidates an command any sizeable vote in the lepublican national convention. Al eady, 800 delegates out of a total of tM have been elected, and of the num. er already chwen Wood is accredited rith only 145 sure votes and Johnson rith only a hundred, while fewer are rttarhed to the fortunes of some other ndidates. In a discussion of "production s a remedy for inflation," George E. Rob erta, -vice-president of the National City Bank of New York and a well known authority on economic condi tions, declares it hat the country over, according to official reports, the num ber of hired laborers on the farms is 12 per cent smaller than it was a year ago. This has a bearing on the food shortage campaign with which we are trying to rouse people hereabouts to a revival of war gardening and similar activities. Mr. Roberts reports 37 per cent more employe in 'ine auvoraouua industry; 55 per cent more in the clothing business; 11 per cent more in the manufacture of paper, end from 10 to 93 per cent moTe in the several branches of the textile industry. This means more mouth to feed, more mon ey with which to bid for agricultural products, and a smaller number of pro ducers. Whether there has been any let down in productive capacity of the agricul tural labor, Mr. Roberts does not ty, but he gives some interesting illus trations in other industries. Jhe direc tor of the United tates census re port that the performance of the force engaged in tabulating the returns now coming in, is notably lower than in former experiences of the bureau, and that the employes recently delegated a committee to wait on the authorities to ask that the minimum requirement, which has been heretofore enforced, be reduced. And this is in a government office, which at moat works only seven hours a day. Mr. Roberts also called attention to a reduction in the run ning time of the highly automatic ma chinery of our textile industries. It used to run 64 hours a week; it has gone to 48 hours, and efforts lire now making to carry it down to 44. How can we help having commodi ties of all kinds- ecarce when we have lowered our own standards of their production? If we do not as a people produce, how can we consume? Or putting it in another way, what law will give man 120 bushels of pota toes as compensation for raising 100 bushels? How can we, in the long run get more out of the industrial process than we put in? Boston Herald. Non-RefillabUj Now. "There, gentlemen," said the host, with a smile, "is the first non-reflllable whiskey bottle that I have ever seen." "But that s just an oiaiiuu j uuwc, said one of bis guests. "It can easily be refilled." , , L . "Can it?" retorted the host. "Then, my friend, take it out and when you have succeeded in getting it refilled with liquor bring it back to me and I shall reward you handsomely. De troit Free Press.
