( . Secretar of " ' the Treasury MacVeagh's advice that national banks proceed- to form currency associations , under the Aldrich Vreeland law will hardly be fol lowed. One objection, "as . he notes, is the fact that, once in, there exists no way out. He does right to "minimize the uses of these associations in emergencies and magnify the. importance of their influence in preventing em ergencies, also to associate them with "times of financial peace and quiet rather than with times of confusion and convulsion." It is nevertheless true that the formation of Aldrich-Vreeland currency associations would seem to many people a panic sign, while the issue of emergency currency under the ruinous terms allowed would" be a confession which the j issuing bank or banks could not possibly afford. Secretay Mac Veagh thinks that the more exis terice of the associations would go far to prevent panic; how can this be when taking the only ac tive step which the laws permits them would precipitate a panic for certain. - The fact vis, , that while organized power in reserve would greatly benefit both tho banks and the public no real pow er of this nature exists under the Aldrich Vreeland act. Mr. Mac Veagh admits that the act is but a makesshift and temporary ex pedient he might have added that its authors' only purpose was to thwart genuine currency re form, without caring whether it remainded a riulity or not. Indi cations are that the bankers of thr country will continue to steer clear.
