Vm ! I W. V. DO WD. .Lclttor. CHAKLOTTE. N C. THURSDAY, MAY 6 A rumors development in the 1 making of the tariff ia reported by the Washington Star: "It is reported at the Capitol to day that the Republican Senators having charge of the tariff bill have been compelled to accept an amend ment proposed by Senators Wolcott of Colorado and Jones of Nevada providing that any country which shall enter into a bimetal iic agree ment with the United States Bhall be allowed a discount of 15 per cent of the tariff rates upon the products sent by any such nation to this country," This would be a queer combina tion of Biaine's reciprocity with Jones' bi-metallism, and would make an altogether unique feature of one of the most extraordinary tariff bills ever framed. The millionirea who were con cerned in the Sugar Trust bold-op of the Wilson tariff bill and who ic- i fused to testify in the investigation j that followed are greatly stirred up j over the result of the Chapman case, j Chapman was a New York broker j who was sentenced to jail for con- , tempt of court m refusing to testify, his being made a test case. The supreme court has decided that he must serve oat his sentence. If the law is strictly applied, Havemeyer pud Searles the sugar magnates, will have a little experience behind the bars. Great pressure is being brought to bear upon President Mc Kinley to pardon Chapman, and be will likely be released. "It would not do to send so rich a man to j ul," say the petitioners. And perhaps the President shares in the opinion. We shall set-. North Carolina is Baid second in the union iu the to rank prod ue- tion of tobacco, Kentucky having first place. The statistics, compiled from reliable sources an : North Carolina last year had lo4, 57o" acres in tobacco; Kentucky had 196,74.") acres. North Carolina made, in 1896, 68,629,170 pounds Kentucky 143,623,850 pounds Val ue of North Carolina crop, $5,590, 334; of the Kentucky crop, $6,030, 202. Average price paid in North Carolina 8 cents per pound: iu Kentucky, 4 cents per pound. Therefore it will be seen that while Kentucky outranks North Carolina in the amount of tobacco produced, North Carolina excels her in thv value of the product. The world once thought the world was fiat, but after hundreds of years we have come to believe, aftei tbi teaching of our school geographies, that it is "round like an orange or a ball." Now Dr. Nansen, whose trip "farthest north" has been pro ductive of unusual results, comes forward and states that the earth is shaped like a top, and is not round at all. The question will only be settled when some explorer goes to the moon and from that luminary takes a snap-shot photograph of the revolving speie, or pear, or whatever it is. Governor Russell is threatening to call an extra session of the Legis lature to devise some means of rais ing the taxes, the sapreme court having declared the new revenue act invalid. But the people know when they have had enough, aad they do not want another dose of the nau seous mixture known as the Legisla ture of 'i7. We can stand flood, pestilence and famine, but we im plore Governor Russell to deliver us from the Legislature. The unprecedented extravagance of the Legislature called for so much revenue that the amount of tax levy was raised above the con stitutional limit. The supreme court has decided that the revenue act levying taxes is unconstitutional. If the supreme court has saved us from Legislative extravagance, shall the Legislature be called together to overcome the decision of the couit? At last an authority has settled the status of the dog: The United States Supremo Court decides that he is not person;. 1 property unless he is taxed by a State. But the un taxed cur and hound are put in the same category with pet monkeys and canaries and other houshold pets that make life a burden for every body except the petter. Looe Harris and Marsh Mott are the patriots who are leading the agitation for an extra session of the Legislature. The session would probably last twenty days, which st the usual cost of $1,100 a day, would mean an increase of $22,000 iu the people's taxes. Besides, there is no telling what the Legislature would do in that twenty days $4,000,000 in gold drawn out cf the treasury in one day does not sound like the Mark Hanna policy is keeping the gold in the country. DRUMMEuS' LICENSE TAX VOID. Treasurer Worth so Declares it in a Special Circular. Correspondence of the News. Ralbigh, April 29. State Treas urer Worth today issued the follow ing circular: 'Section ol, Kevenue Act or ioyv provides that "Every person, hrm, company or corporation wno snail engage in tne Dusiness or sening or offering for sale by a drummer or drummers, witn or witnout sample, woods, wares or merchandise of any description, in this State, shall, be fore so selling or ottering ror sale any such goods, wares, or merchan dise, pay to tne Estate Treasurer a tax of fifty dollars ($o0.00), and ob tain a license, which shall operate one year from its date." "It is evident that the General Assembly, by saying "Every person, firm, company or corporation," meant that this tax shouid apply to all drummers alike, both foreign and resident. But as the supreme courts, both National and State, have decided that a State can not tax foreign drummers, therefore this section is inoperative and void as ap plied to foreign drummers. It is further evident that as this section was intended to apply to all drum mers alike, and can not apply to foreign drummers, it should not, and can not justly apply to resident drummers. It is, also, evident that the Legislature intended to put this tax upon a class. If their power fails as to a part of the class, there is no reason to believe it was intend ed to be in force as to the rest. It is not rational to ascribe to the Leg islature a purpose to impose a bur ben upon a portion of that class resident within its borders, and ex empt that portion of the same clas3 Twiio are non residents.
