Dec. 3 -In spite of a steady increasing population, the pri son department of the State Highway commission is having less and less trouble with the prisoners under its control, according to Sam D. Scott, superintendent of the 26 prison camps. In answer to a letter sent to all the superintendents of these camps, ask ing them to state the methods they used in handling disciplinary problems and if they often had to report to sol itory confinement, most of them re plied that they had very few problems involving discipline o r requiring more than ordinary methods to handle. With an average population in Nov ember of about 4,600 prisoners, there were only 34 escapes the entire month, while there were 36 recaptures, Scott pointed out, while in November last year ther e were 59 escapes and only 38 recaptures, with a prison population of only about 3,600. There were no deaths ffrom any cause in November and no prisoners were shot by guards.
