Raleigh, Dec 5. - Only a few more details remain to be arranged with several of the smaller power com panies with regard to rate reductions and t|e State Corporation Commis sion will be through with its nego tiations regarding power rates, Com missioner Stanley Wlnborne said to day This week the commission ex pects to confer with representatives of the Virginia Electric and Power Com pany of Richmond, which serves most of the cities and towns Roanoke Rapids on east to the coast, and sev eral fcther small companies. The Virginia Electric and Power t Companies has already reduced its rates tnaterially, being one of the first to voluntarily pot lower rates into ef fect- It now charges seven cents per kilowatt hour with no service charge for residential service. The commis sion is hopeful that this company will he willing to make a still further re duction in Its rates and has asked it to do ao. The final ecision is expect ed this week. a&w&svussrs: finally reached last Saturday, after negotiation.s covering .several months. The rates finally agreed upon are as follows: A minimum service charge of sl.lO a month which include.;; 10 kilowatt hours of electricity; 7.5 cents per kilofatt hour for the next 40 kwh and 5 cents per kilowatt hour, for all in excess of 50 kwh. These rates apply only to year round residential users, with slightly higher rates for seasonal users. As soon as the commission com pletes its agree rot ns with the electric power companies it expects to take up the rates of the gas and telephone companies. TOWNSEND TO SERVE ONLY TO JANUARY 1 nv J IIAKKmUTLL. Raleigh, Dec. 5. The appointment of Judge N. A. Townsend, of Char lotte, as a special emergency judge is purely temporary and will not ex tend beyond January 1, it was pointed out here today. In fact, it is under stood that Judge Townsend consented to accept the appointment for the balance of this month only on the condition that the appointment would not continue beyond the first of the year. Owing to the illness of Judge Wal ter E. Moore* of Sylva, and the neces sity for holding several terms of court between now and January I, it was necessary to have another judge for the balance of this month, Gov ernor O. Max Gardner pointed crut, with the result that he asked Judge Townaaend if he would not accept a temporary appointment to care of the present emergncey situations. This Judge Townsend consented t3b do, providing the appointment was. purely temporary. TRIED SECOND TIME UPON FIRST iPEGREfc Laurinburg. Dec. s.—(AP)—The sec ond trial of Hezzie Avant on a charge of first degree murder for the deaitt of Mrs. Smiths Evans Calder, 19-year old mother of two children, was sche duled to begin in Scotland county su perior court he:e today.
