“What we seek,” Mr. Roosevelt said
‘‘is a return to a clear understanding
of the ancient truth that those who
manage banks, corporation.? and other
agene’es handling or using other peo
ple’s money are trustees acting for
others.”
The administration bill was intro
duced in the Senate immediately after
the message was read.
Senator Robinson, of Arkansas. <he
majority leader, introduced it on be
half of Chairman Ashurst of ‘the
judiciary committee. The Senate im

As the message was read to the
Senate, members followed the text
closely on mimeograph copies which
had been distributed to therm Ashurst'
said the Senate Judiciary Committee

WEDNESDAY MARCH 29, IMS
Repeal Convention Rests
On i Supreme Courts Ruling
(Continued from Page One.)
ward providing the machinery for a
convention, but the outlook, it la
agreed by everybody here, has been
reversed since that time. Wet senti
ment in the legislature has been
growing by leaps and - bounds, not
only for the passage of beer and wine
legislation, but for an early concven
tion. The reasons for this reaction
have been many.
Developments over the past few
weeks have convinced those, members
of the assembly who were still doubt
ful as to which side of the fence, to*
jump: that regardless of whether the.
sentiment of the State is wet or dry,
every one except the rabid and pro
fessional drys is demanding that the.
issue be disposed of as. early as pos
sible. Heretofore, too, the petitions
that have been presented to the as
sembly on the matter have been from
drys. But now th assembly is receiv
ing daily volunmious petitions asking
for beer and wine and an early con
vention on the repeal question as well.
There have been “dry” petitions too,
but for the past few days the “wet”
petitions have been more- numerous
and more voluminous.
It is now apparent that a majority
of the members of both houses of the
assembly have swung around to the
attitude that some action looking to
a convention should be taken before
adjournment, and that if a conven
tion can be held this year without
violation of she onstitution, it should
be done. Most of those who have op
posed the Waynick-Murphy bill,
which would provide a convention in
December of this year, admit that
they are opposed to it only because
they doubt whether a special election
to choose convention delegates is au
thorized by the state’s organic law.
Even many of the staunch drys in
the General Assembly have come
around to the view that the prohibi
tion issue, which had • its. revival in
the primary campaign last fall, has
reached such a dominant size-in North
Carolina, that there should be no
avoidable delay in presenting the
whole matter to the people for a re
ferendum- This attitude is reflected in
the statement of Senator Land of
Iredell, a personal and political dry
who is unwilling to vote for light
Wines and beer, without first giving
the people a referendum, but who
believes that there should be no de
lay in getting the case to the peo
ple.
