His average was 104.428 miles an hour. Rose led Frank Brisko, Milwau kee, by nine seconds as they tore around the 2 1-2 mile brick track at terrific speed, while Wild Bill Cummings, Indianapolis, was third He had replaced Ralph Hepburn, Dos Angeles, who had dropped back to fourth position. As rapidly as these checks are be ing written and sent out, the State. Department of Public Instruction and State School Commission are being notified and they in turn are realizing the allotments to the various counties and towns from the state school fund so that all the other teachers can be paid at once: All these other teach ers are paid with vouchers issued by ‘:he county or city superintendent and the vouchers are written locally in stead of here in Raleigh. It has been ncessary to wait and see how many teachers in each county and city of less than 6,000 population were to be paid fro mrelief funds before the state, could make its allotments to the vari ous units from the state schoo] fund. As a result many rural teachers and teachers in the smaller cities and towns have had to wait for their last month’s pay. If the State had not secured this $500,000 grant from the Federal Re lief Administration, making necessary much red tape in its use, all of the teachers could have been paid imme diately from State school funds. But. the red tape required before any of this SSOO 000 could he paid to the teachers is what has caused the delay. As a result, of retting this SSOO 000 grant from the FF,RA, however, the State School Commission will now be able to spend $500,000 on buying new school buses with which to replace old ones that otherwise would have had to be spent in paying teachers’ salaries.
