Nfw York, Jan. 0 A grwit host of accomplished European anarchiHts and criminals is soon coming to this country to join t he thugs, yegir men and Black Handera who already en joy American hospitality, according to Andrew I). White, former president of Cornel! University and ex-m in inter to HuMkiaand Germany. In a htati'tnent to tin? prf.s Dr. While tirg 1 1 if immediate pansuge of hiw to h;ir from the shores of the United State a flood of undefrab!n whom he declares will hasten hither as soon as England expels them. He says: "The assassin and anarchist, whom London plans to be well rid of soon have an admirable refuge In the Uni- j ted States a country lying wide open to them, iu which they will find more companions, sympathizers and effective helpers than in any other. "Our nation affords them the hap piest of happy hunting grounds. Events in New York, iu Los Angeles, in Chicago and other cities prove this. "This nation with itH carelessness in admitting foreign criminals, itsln effectivf ways of dealing with them and if s facilities for clearing them of guilt is becoming more and more at tractive for them every day. "In the United States the number of murders during the year just closed wan 8,1)7."), an increase of OOO over the year preceding. Only one murder er in 8 was given capital punish ment. The number of murderers in the United States is to the number in England as 11 1 to J. "In sundry murder trials, the, state ment was frequently made that our adminstration of criminal justice as regards murder has become a farce. These trials were by most of these who conducted them, and, indeed by the public at large, evidently con sidered not as efforts to secure justice, but simply aa games, and mostly be tween pettifoggers, the judges ap pearing much like umpires at games of football. The men whom we glorify in our courts are the men who can clear murderers in spite of undoubted evidence of guilt. The prosecuting attorneys are largely chosen from among those of least experience in the legal profession and are iu many ways absurdly handicapped. Na turally, then, the criminal class is be coming in many parts of our coun try a body somewhat favored by politicians. "Another thing is the fact that our government really seems to make no s rious effort to prevent theircoming here. Examination of doubtful cnaructers made in our own parts cannot be effective. The examina tions should be made at our consul ate abroad, where police records can be obtained and where testimony of value can be taken. NO. 5. WHY HESITATE ? In view of the discussions of ap propriations for the University, the following may be of interest: Chapel Hill, N. C., January 8th. The Unirersity is now smoothly started on the spring term. The reg istration figures are some 40 less than for the corresponding date last year. At the chapel exercises held Thurs day morning, Dr. Venable gaTe an account of the alarming financial condition of the college. lie disclosed the fact that the University is now in debt for the sum of $255,000 and that a debt of ten or twelve thousand would become due in the course of another year. lis said that every retrenchment possible had been mane but that it was impossible Tor the institution at its present site to subsist on the support now accorded it by the State. One instance of the necessary expenditure of more money had come before the trustees at their last meeting. Nine professors had been drawn away from the service of the University bv higher salaries offer ed by other institutions and eight or ten more bad received such offers and were on the point of leaving. The guardians of the University's luture realized that the University of North Carolina is too small an insti tution to allow one-third of itr, fac ulty to leave and then expect i.o go on without a serious hitch. A pro per and necessary increase in the sal ary of certain members of the faculty had been mnde and a further debt of $ 0,000 had been incurred. Dr. Venable said that this was a serious situation which the present legislature raced in regard to the State University, but that ho had no doubt it would meet it properly as it not such situations in the past. The current issue of the ( ni remit y Magazine contains an article on the University of North Carolina m the civil war by Dr. Stephen lleauregard weeks or the class of lHMi. Dr. Weeks tells of the patriotic and bril liant part that the sons of the Uni versity took in the struggle. Or the l.Jdl men who marticulated at tho University in the decade before the war 759 went into service and 234 of these lost their lives. Tho fresh man class of the year the war opened numbered 80 men and every one of them pressed into the service with the impetuosity which is a worthy characteristic of North Carolina yout.h During the holdays two members of the faculty bid farewell to their bachelor days. Dr. Dey was married to Miss Alice Old of Norfolk and Dr. Chase to Miss Lueeta Crumof Longs port Indiana. At tne meeting or tne Association of American Pharmacologists of New Haven daring the holidays, Dr. W. B. MacNider of the Department of Pharmacology and Itacteriology was elected a member of the National Council an office which says an edi torial in the the News and observer "is a high honor worthily bestowed."
