ASSOCIATED PRESS RETORTS THURSDAY, SEPT. 28. 1916 COLUMBIA STANDS PAT The fact that Columbia refused to abroeate the commission form of gov ernment for that city is an indication of the steadfast belief of the people there in the modern firm of city aci ministration. At the time Columbia adopted commission government, six years ago, a fine set of councilmen were elected, but with the passage of time enemies of the charter suc ceeded in partially discrediting its features. Despite the fact that incompetency frequently characterized the admin stration of government in Columbia, despite almost continued agitation against it from the day the form was adopted, the voters of Columbia reas serted their faith by a majority of four to one. The commission form of govern ment is correct in principle, and un der it administration is better than undor the aldermanic plan, to which Columbia voters declined to revert. Sixty thousand prisoners m a little less than three months' fighting is quite a record for the Franco-British forces. We may put some more wtrk on our bookkeeper, but not this way. The Record exchanges with a number of the smaller paper, a number of them weaklies, and does not expect to collect any difference in the price. As long as we can afford it, we shall continue reciprocal relations with all our North Carolina exchanges, realizing full well that some of our friends will get stung and that we may not care for some papers as much as others. But the average will be as good as our pa per, we are sure. A ''Reform" party should not 'have to demonstrate vocally to the world its righteousness; rather it should want to be judged by its acts. The latest Blease movement might result in giving South Carolina two political parties, though the Repub licans, who are to be the gainers, would not have unusual cause to exult. C., on 31st day of October, 1916 at 8 p. m. will award to the highest bidder offering to pay to the city, during the life of the franchise, the hfiglvest per centage of the gross annual receipts, a telephone franchise, granting the right to use the streets of the Oity for the purpose of operating a tel ephone system for a period of thirty years. All bids must be accompanied by a certified check for one hundred dol lars. iSealed bids will be received, but any bidder present at the open ing of the sealed bids will have the right to raise the highest sealed or oral b.ds. The successful bidder. within thirty days after the awarding of the franchise, must file a bond run ning to the City, to be approved by the City Council, in the penal sum of five thousand dollars, conaitloned that such bidder shall well and truly, observe and faithfully perform each' and every term and condit.on of the franchise. All bids will be received at the office of the City Manager, who, up on request, will furnish any addition al information desired.
