ASSOCIATED TRESS REPORTS FRIDAY, SEPT. 29. 1916 ADOPT THE AMENDMENTS The Record is hopeful that the peo ple of North Carolina when they go to the polls on November 7 will cast thoir ballots in favor of those con stitutional amendments designed to eliminate a great raft of special, lo cal and private legislation. There is not any reason why the rest of the counties in North Carolina should help Catawba's representa tive pais an act, should he be dis , o.od .0 do it, to prevent some little .oy'i wh.te rabb.ts from crossing .r into some 'other little feNow's chicken lot. City council can attend to matters like this. Also the couny commissioners can be given authority to say that sawdust shall not be dump ed into South Fork, or that roosters must not crow between 9 p. m. and li.'H) a. m. These things are ridiculous, f course, but they are no more so , the great bunch of useless leg- . .t on that is enacted in Raleigh to encumber the statute books and to Tu:H' the people back home. Under a general act each communi ty w'll be able to do within reason able .im'ts that which it desires to do. Members of the general assembly will have time to devote their ener gies to constructive legislation. The ndividual communities and the state will be better off. Whatever e!se the voters of North Carolina do at the polls, they should " "Tter their ballots in favor of the mna;ion of a lot of useless acts of ' ' - eneral assembiy, the mere print er of which costs the state thous ands of dollars. STRAW VOTES The New York Herald's straw votes !nd;cate that the people are pretty '"only divided in the north as between Wilson and Hughes. In the Hip the oher day we believe, ""'on pol'ed the greatest r-ngth. don't know what straw votes -d'eate, for so many times people joke about such things. It is as sumed that the race will be close, many Republicans admitting as much. This is the first presidential year since we thought Bryan was elected "n 1896, and couldn't understand why he wasn't being as how we were m'ghty youngthat we have been unab'e to hazard an opinion, that is, an honest opinion, as to how the con test will result. It is beyond us, and it seems to be beyond those men who make politics a close study. It looks as if Mr. Wilson at least will run ahead of his party. The ef forts of the Irish department of agri culture to increase the food supply have resulted in an addition to over 85,000 acres of land to the area under cultivation. Instructions have been sent about the country advising far mers as to the best means of utilizing their land, and the growing of catch crops. . , Although Ireland has a flourishing iinen trade in Belfast it does not, to my great extend, grow its own flax, md the department has been endeav oring to remedy this. Early in Au gust, 1914, the department issued a ,-nemorandum advising flax-growers o save flax-seed for their sowing re tirements the following spring. The procuring of seed dur'ng the season "7 1914-15 was attended w'th cons'd rable difficulties. Upon representa tions of the department of agricul ture, facil ties were obtained, through the intervention of the foreign office, for the export of seed from Russia and Holland to this country. Though 'hese supplies helped the flax-growers, it was insufficient to meet iheir full requirenrv-.N. A socfety of flax-growers hi.i been formed, and arrangements have been made for the cultivation Of the crop on a more ex tensive scale. recruit'ng officers have asked that the marine corps headquarters. These minimum weight for recruits in the south be reduced from 124 to 120 pounds stripped. "T$ large raw-bonedf southern er" is seldom seen, the recruiting of ficers aver, and, while the men of the south are as sound and fit as the men of any other section, they are usually small-boned and light in weight. The officers point out in their recommenda tion that some of the best "hikers" and fighters in the marine corps are the lean, wiry men from the southland. Rome, Italy, Sept. 29. The high cost of living and particularly the pr'ce of coal is becoming a subject of grave concern in Italy as another war winter approaches. Due to con tinued excessive freight rates by sea many staple food articles are dearer in Italy than either France or Eng land. Despite a special treaty with England for cfoeaper freghL rates to be obtained by the loaning of ships; sugar is selling at 20 cents a pound and can be bought oniy in small quan t'ties, for household consumption from day to day. Coffee is selling at 50 to 70 cents a pound, according to errade. Though Italy is a heavy ' producer of wines a table wine that j once sold at G cents a quart now sens I for 14 cents and is inferior to the old 6 cents grade. Beer is sold at 14 cents a quart, milk at 10 cents. Good i but.er is 55 cents a pound. Coal that before the war sold at $10 per ton now sells at $50 and the price may go higher as winter comes. Last winter it was $30 to $40 per ton. Italy hopes to import 750,000 tons from England and 250,000 tons from the Un:ted States for industrial uses this winter.
