George Harvey in an address on journalism in 1908 did indeed ,r condemn acceptance of public office! by editors. He made his mor-v.a;; clear beyond any shadow of doub : "The fitness or unfitness of those selected is not a point in issue. It is the practice only which we depre cate. And, call it what me maya bribe to insure a continuance of al legiances lor, less obnoxiously, a re ward for services rendered the out come of everyone of such transact ions is the same the people's loss of a champion and a newspaper's sacri fice of its birthright for a glittering bauble. "What, then, shall we conclude? That an editor shall bar acceptance of public position under any circum stances? Yes; absolutely; and , any thought or .hope of such preferment, else his avowed purpose is not his true one; i his policy is one of deceit in pursuance of an unannounced end. His guidance is untrustworthy, his calling that of a teacher false to his disciples for personal advantage, his conduct .1 gross betrayal not only of public confidence, but also of the faith of every true journalist jealous of a profession which should be of the noblest and the farthest removed from base uses in the interest of selfish men This was a sweet morsel for Senator Harrison in his recent attack on Col. Harvey's nomination tobe embassa dor to Great Britain. The colonel's "Yes, absolutely," in 1908 was delici ous. But the senator failed to take note of one fact. Col. Harvey met the sudden emer gency of his' nomination to office with such nimble genius that he may now boast that his acceptance involves no inconsistency with his idealistic posi tion of 13 years ago. For he has abolished his own paper and ceased being an editor. The "glittering bauble" is his; he saMs next week. But the colonel has graduated from the ranks of ed itors to those of diplomatists and statesmen, leaving the people, alas! to mourn "the loss of a champion ana a newspaper's sacrifice of its birthright. Perhaps the best epi taph for Harvey's Weekly is, "Spur los Versenkt." But the editor did not go down with it. S-P-O-R-T-S NATIONAL Brooklyn 3; Philadelphia 0. Pittsburgh 2; Chicago 0. Chicago, in spite of all its experi ences under Mayor Thompson, the representative though- not the brai.'is of one. of the most evil political ma chines that have cursed American municipal government, reelected him. The better element in New York is struggling to avoid a similar misfor tune in the re-election of Mayor Hy lan. of whom perhaps the best that can be said is that he is not as bad as Thompson. It is evident that in spite of all Hylan's grotesque and harmful inadequacies the continuation of his regime is probable. - Apparently the only hope, of de feating Hylan lies in the possible disclosure of sensational erraft. An acute student of New York politics was recently asked whether it had not been a mistake for th? Republican ccntroled Legislature to vote to in vestigate Hylan. and whether. tfie mis take would not help to elect him. "'You've got it wrong," was the qubk reply, "Hylan was already elected ex cept for the chance that an investi gation might break him." And in that reply the observer seems to hav? covered the case as fully as the mayor's wife agreed had been done by the queen of Belgium wifoen- in ac knowledgment of the queen's praise of New York, she remarked, "Queen, you said a mouthful." In insisting upon his measure for the untangling cf the New, York trac tion situation. Gov. Miller, wholly apart from the merits of the act, has obviously given Mayor 1 Hylan the side of thai issue which is popular in New York city. The governor was warned of. this by Republican leaders from .the metropolis but regular as he is party politics, he is understood to have replied with frank stubborn ness that the traction situation . had to be cleaned up and that he wouid drive his measure through at any cost. Mayor Hylan has opportunely b-;eri ensblod to score another popular ap peal by vetoing, along with other salary increases, an increase of his own salary from $15,000 to $25,000 which had been voted by the Legis lature. In a Republican meeting held to consider the possibilities of the coming anti-rlylan campaign, one leader fervently said, "I am glad the legislature has adjourned. If thev stay adjourned may be we can put it across. Otherwise God knows what will happen to us." New .York Boston . Perhaps lumber and pulp -jv ill not cost so much in America when the foreign buyers cease giving orders for forest products to mill owners in this country and Canada. In British East Africa there are 2000.000 acres of fine timberland being opened for the making of wood products to be shipped out of that continent, Cheap railways and water transportation are being used. Other nations are possessed of great forest in Africa and elsewhere, and the differences in the value of gold in other countries, as compared with money values here, practically forces the development of foreign resources. The need of em ployment for people in England arid other lands will favor the jievr im pulse in industry. If they prevent orders from coming here housing ma terial ought to become cheap enough here to bring about a great bocm in '.ome building. New York World. - Little noted abroad because of anxiety over the reprations issue- les,1? noted even at home than it should ns by reason of the coal crisis, the Brit- 1 ish budget, balance is again a feat ot 1 constructive statesmanship worthy ct the highest admiration. To have estimated the total reve nues in advance within one-half of 1 per cent is itself a feat sufficiently marvelous in comparison w ith the haphazard calculations of Albany or . Washington. But the wresting of a' surplus revenue cf $920,000,000 from the fiscal confusion of the. day is the final test of Mr. Chamberlain's work. It is true that a somewhat larger sum iwas derived from loans and the sale 'of war property left unused, but the permanent national debt was re duced to an extent of nearly $200 -000,000 in excess of new obligations. Wtar material for sale is a fading re- Source, but JVir. unamioerriin nas thought of that, also of the fact interest on public American debt is now to be paid and a reduction of $880,000,000 in expenditure is plan ned, again worthy of Washington consideration. The budget is bitterly assailed -for political purposes naturally, and also by business men who say that the "breaking-point" in taxation has been reached. But it shows a country that is solvent in spit of enormous war losses. Before. American bankers talk too positively of holding the financial center of the .world in Wall street, let them consider the advantage to j private finance of London's fcabit of 1 facine- monetary problems with vision and courage, and of public finance that joins hands, with statesmanship.
