Old Ben Franklin tells us in
Ms O-to-be-a-hog-raphy that
once when he was a small boy he
bought a "whistle" and paid too
much for it. And that's how we
got our familiar expression about
"paying for his whistle.
That is the prelude. .

makes "an unnecessary and ir
ritating noise, which must be dis
continued." But of course those who are
rich and able to pay the fine can
whistle right on. Tile anti
whistling order was only meant
for the poor.- Perhaps a rich
man's whistle would : not sound
so irritating to the American
monarch, nohow. -
That is some more of the
"self-determination'- that , you
have been hearing so much
about. Being deprived'of every
other liberty by the American
monarchs, the poor Guamiahs
were probably just "whistling to
keep up their courage," and now
they are deprived of even that
privilegeNext thing they know
American "liberty" will not al
low them to speak nor draw their
breath without paying a fine. No
doubt Guam thinks that in fall
