NATIONAL REPUBLICAN PLATFORM. The republican party in national convention asnenibled, at the end of twenty years since the federal government wan committed to its charge, submits to the people of the United States this brief report of it* administration. It suppressed a rebellion which had armed nearly a million ot men to subvert the national authority. It reconstructed the union of the states with freedom instead of slavery as its cornerstone. It transformed four millions of human beings from the likeness of things to the rank of citizens. It relieved congrcsH from the infamous work of hunting down fugitive slaves^ and charged it to see that sluvery does not exist. It has raised the value of our paper currency from 88 per cent, to the par gold, it has restored upon a solid basis payment in coin for all the national obligations, and has given us a currency absolutely good and equal in ev ery part of our extended country. It has I ift«d the credit of the nation from a point where ti per cent, bonds sold at 80 to that where 4 per cent, bonds re eagerly sought at a premium Under its administration railways have increas ed from ai.mXLmiles INK) to more than Kiuuo in 18?fl. Our foreign trade has increased from t7UU,UUU,UU0 to «1,150,UU0.UX) in the same time, and our export*, which were #2n.(j*u*j0 Jess than our imports in lbMJ. were ftM.UUO.UiA) more than our imports in lsTU. Without resorting to loans, it has, since the war closed, defrayed the ordinary expenses of government besides the accruing interest of the public debt, and has disbursed annually more than $WMJU0UUi for pensions. It has paid $888.0UU.(JH) of the public debt, and by refuuding the balance at lower rates has redueed the unntiai interest charge from nearly to less than $89.(XJU(IUU All the industries of the country huve revived, labor Is iu demand, wuges have increased, and throughout the entire country there is evidence of a coming prosperity greater than we have ever enjoyed. Upon this record the republican party asks for the continued confidence and support of the people, and this convention sub mits for their approval the following statement of the principles and purposes which will con tinue to guide und inspire its efforts: 1. We athrin that the work of the lost twenty one years has been snch as to commend itself to the tavor of the nation, and that the fruits of Jtc costly victories which we have achieved .hrough immense difficulties should le preserv ed that the peace regained should be cherish ed that the dissevered union now happily restored should be perpetuated, and that the lilerties secured to this generation should be transmitted undiminished to future genera tions that the order established and the credit acquired should never be impaired that the pensions promised should be paid that the debt so much reduced should be extinguished by the full payment of every dollar thereof that the reviving industries should be further pro moted, and that the commerce already so great should be steadily encouraged. I. The constitution of the United States is a supreme law and not a mere contract out of confederate states it made a sovereign nation some powers are denied to the nation while others are denied to the states, hut the bounda ry between the powers delegated and those reserved is to be determined by the national und not the suite tribunals. 4. Ihe work of popular education is one left to the care of the several states, but it is the duty of the national government to aid that •work to the extent of its constitutional ability ilie intelligence of the nation is but the aggre gate of the intelligence in the several states aud the destiny of the nation must be guided. not by the genius of any oue state, but by the gemuh of all. 4, 1 lie constitution wisely forbids congress to make auy law respecting an establishment of religion, but it is idle to hope that the nation can be protected against the influence of hec tarianism while each state is exposed to it« domination. We therefore recommend that the constitution be so amended as to lav thu same prohibition upon the legislature of i'.ach state, aud also to torbid the appropriation oi public lunds to the support ol sectarian schools. 5. We realhrin the belief avowed lxTii. that the duties levntd tor the purpose of revenue should so discriminate as to favor American labor that no further grant ot the public domain should he made to any railway or other corporation that slavery, having perished in the states, its twin barbarity—polygamy—must die in the territories: that everywhere the pro. teetion accorded to a citizen of American birili must be secured to citizens ny American adula tion. That we esteem it the duty of congrcss to develop and improve our water courses and harbors, but insist that further subsidies to private corporations roust cease that ttie obli gations of the republic to the men who pre served its integrity in the hour of battle are undiminished by the lapse of fifteen years siuce their final victory. Their perpetual honor is. and shall forever be, the grateful privilege and sacred duty of the American people: we wel come to the benefits aud privileges of our free institutions all who seek their enjoyment and are willing to assume the obligations while they participate in the benefits of American citizen ship. The influx to our shores of h..rdes of people who are unwilling to perform the duties of tueoitisen, or to recognize the binding force of our laws and customs, is not to be encourag ed and believing that respectful attention should be paid to evils complained of by our brethren on the Pacific coast, we urge the re newed attention of congress to this important question, and suggest sucu changes in our ex isting treaty obligations as will remedy these evils. That the purity and patriotism which characterized the earlier career of Rutherfo.d B. Hayes in peace and war. and which guided the thoughts of our immediate predecessor to him for a presidential candidate havecontmued to inspire bun iu his career, as chief executive, and that history will accord to his administra tion the honors which are due to an eihcient. list and courteous fulfillment of the public usiness. and will honor his interpositions be tweeu the people and proposed partisan laws. 7. We charge apon the democratic party the habitual sacrifice of patriotism and justice to a supreme and msatible lust of othceand patron age. That to obtain possession of the national and state governments aud the control of place and position, they have obstructed all efforts to promote the purity, and to conserve the freedom of suffrage have devised fraudulent certifica tions and returns have labored to unseat law fullv^elected members of congress to secure at all hazards the vote of a majority of the states in the house of representatives have endeavor ed to occupy by force and fraud the places of trust given to others b.v the people of Maine and rescued by the courage in action of Maine patriotic Bons have by methods vicious in principle aud tyranical in practice, attempted partisan legislation to appropriation bills, upou whose passage the very movements of govern ment depends have advocated the principle and sought the favor of rebellion against the nation, and have endeavored to obliterate the sacred memories of the war. and to overcome its inestimably good results—freedom and indi vidual equality and we afhrm it to be the duty and the purpose of the repubheau part.v to use all legitimate means to restore all the suites of this uuion to the most perfect harmony which may be practicable: and w'e submit to the prac tical. sensible people of the United States to say whether it would not be disastrous to the dearest intercuts of our country at this tunc, to surrender the admuustration of the uatioual government ton party which seeks to overthrow the existing policy under which we are so pros perous. and thus bring distrust and confusion where there is now order, confidence aud hope.
