Mew fork tJtir: All Washington is in abroad grin over the oetremouies yes terday tendered Queen Kapiolaiu of Hawaii, It uppoars tbo queen was in vited to visit Mount Vernon to gaza npon tlio tomb of Washington, and the secretary of tUe navy tendered tho gov b.umont boat, tbe Dispatob, to bear the royal party to tbeir destination, Tbe Dispatch IB commanded by a handsome and voftoble offijer, Lieut. Oowlee, who never having had an opportunity to dance attendance on a real queen, and not being able to see anotLer suoh chance in the immediate future, con cluded to make the most o'. the occasion thus offered him. Accordingly Oowles retired and cunoocted an uddreeB that would do honor to tbe lord high heredi tary bootjaot of Fumpernicbel, and then having committed this gem of ora tory to memory, be calmly but feverish ly awaited destiny Destiny oame on soiled ule time in the prraon of tbe olea ginous Kapiolaui and her suite, and Cowl's then stepped forward, and after making the regulations Handwioh salaam, said: "1 ask your graoiouB mo]e6ty's per mission to speak" Her gracious majesty winked, as dne who should say "Bpiel out," and Oowles, taking two bounds forward and striking an attitude of reverence, continued: "His excellency tbe secretary of the navy begs that your miijtBty will ac cept his respectlul homage, and begs that your ms]esty will aooept of this' vessel to convey you to Mount Ver non, the resting place of the illustr:ons founder of tms country. The secretary Is always glad to render any service to a beautiful woman, and is doubly pleasad to-day. in the fact that that beau tifal woman is your majesty, the WIHQ ruler of a nation near and friendly to the United States," At the oonolnsion of this soolfal out burnt tbe qaeen looked greatly edified and remarked to Assistant Seoretary of Htate Adee, sotto vooe, that although Hawaii produced wonderful orops of Bu«ar, America could beat it hollow on taffy. The qaestion to-day is whether Lieutenant Uowles fired off all this rot on bis own acooact or whether he was au thorized to do BO or whether the whole story was set np' on him by tbe local papers with a view to bis discom fiture. Queen Kapiolaoi is an eldeily mulatto, weighing nearly two hunderd pounds, and about as muob like a bean, tifully woman as Senator Evarts is like the famous Oapt. Lambert. What in duced Lieut Oowles to make this speeoh nrpbody pretends to know, but that it haB caused sn inordinate amount of morri ment, and that it will linger long in the lieutenant's memory are propositions requiring BO elaboration. Oowles appears to have proceeded systematically and with reference to the severest forms of etiquette. He besought "her gracious majesty's permission" on every oooasion. If he wanted to weigh anohor, to fire a salute, or to run up a flag, or to oool his coppers or to ohange his collar he always wanted her"graoions maiesty's permis sion." The whole programme of the day :waso tribute to American talent for "catching on," and it has furnished so fresh a sensation for this sultry* spell that tbe whole oommunity from the presi dent down is grateful to Oowles and hun dreds of lovely woman are pining for a look of his hair and a oopy of his book of etiquette to press it in. The ComlDK French Crltls. London speoial: The Paria chamber of deputies will on Saturday have to de oide the existing differences between the budget committee and tbe cabinet. M. Pelleman will present the commit tee's report urging at the same time tbe. rejection of the whole budget coupled with tbe demand that the ministry de vise a new one. The issue soleiy oon oerns the mode in whioh the defloit of a million sterling is to be met. It is esti mated that the expenditure is £120,000, 000 and the revenue tbe same—£120,000,000 Bterlicg. M. Gobbet, the premier, and M. Dauphin both' declare that no further retrench ment is possible* and that they muBt have anew loan with increased taxation. The committee persists that the minister o! finance must depart rum his theory of economies and meet' the deficits. Tbe chamber will certainly support tbo oommittee, and M. Goblet must either sacrifice M. Dauphin or tbe miniB'try must resign. Tbe gravity of the crisis ohiefly arises from doubt as to the position of Gen. fioulanger and M. Flourons toward a new ministry. If Bonlanger goes, the popular agitation will be tremendous and the army thrown into a state of ohaos, If he remains in hi$ position he will become independent of tbe fate of ministeriea and a standing menace to Germany. The Frenob press in all directions declare that neither Bonlanger nor Floarens will be allowed to resign, especially Bonlanger, who hae earned tbe confidence of the troops and has the further merit aboard that the enemies of Franoe detest, M. Flourot will probably become thesnooeBsor of M. Oablet, bat no other possible changes in the cabinet oan now be mentioned as likely to be oorreot. Flies In the Pine Woods.
