Io 1856 tbe reoords of Allen oonnty show tbat White applied for nafnralizAtion papers lu 1861 he went into tbe uuion army, was an excellent soldier, arose in tbe ranks and was wonnded in battle. Just before be enlisted he took oot bis naturalization papers, bat tbpy were lost in the oonfnsion of tbe war, and in 1865 be again took ont naturalization papers. These were either mislaid nr barned in afire whiob destroyed bis store. Lowry was on the benoh along time, from 1868 and he know the reootds. A few days before tbe eleotion of 1886, when White was eleoted, Lowry. knowing there was no reoord proof of White's naturalization, posted notioes warning voters against casting their ballots for White, declaring he was not a naturalized oitizon. When it beoame known that White had more than reversed the majority by bis great popnlaiity, Lowry annonnoed tbat be would unseat him, aud be oontested it. The committee on tleotions has decided by a party note, tbat Wbite oannot prove hia naturalization by parole testi mony, that he oannot, as he has done, bring in living witnesses and prove that they were present in oonrt when tbe first and seoond papers were issued, to biu and that Lowry, not having re ceived a majority of tbe legal votes oast, is not entitled to his seat. The repablioans will fight tbe majority report in the hoose. They declare it an outrage that a man who produces the reord to show tbat he made a deolration of citizenship in 1856, served in the nnion war, proves by re potable citizens that he took oat his naturalization papers and has lost them, ana that he has lived in the oountry more than thirty years, held local offloes and been reoognized as a oitizen all the time, should not be allowed to take his seat in the oongress beoanse he oannot prove by the court reourds that be re ceived his natural zation papers, when he proves that no reoord was made on aoooant of notorious carelessness, no re oord in that era haying been made of many other naturalization papers issued, divorces granted, etc. It is probable that a very lively time will be had over the case in the hons'e about Thursday. The democratio party leaders are oracking the whip over recreant members to-night and driving into line those who declare they will not .support thn majority report. The repablioans have a majority of the states in the hoose of one, Indiana's delegation standing Bevec republioacs, six democrats. She ought to have three or four rep resentatives in oongress by the side of Mr. Springer, to voice her opinions in her own affairs and national legislation. Mr. Springer's bill provides for an eleo tion by tbe people of Dakota in Novem ber. This keeps her out of the presiden tial eleotion. It then provides that her constitution, if adopted, shall again be submitted to oongress, when Dakota may be kept oat, if party ^mrpoBes make it desirable, until after another presiden tial eleotion. All this is paltry work, utterly beneath statesmanship, and Mr. Springer may as well know now that the orime against Dakota, like the orime against Kansas, is beginning to attract the attention of this nation. It will not do to keep 600,000 Ameri cans, subjeot to taxation and all thebordeuB of citizenship, waiting like vassals until party polioy slowly ex ecutes its purposes.
