Soirie people, Avhen discussing
this theme, are wont to look upon
it precisely as if it were a question
of fishes or birds; as if it had re
ference to opposite poles; to beings
of distinct zoológica! orders; to men
divided by wide dissimilarity.
We would not daré to look
upon it in that light; much less
draw political conclusions froin such
an erroneons conceptioa oí" these
factors.
To base the science of politics
on the anlaysis of ethnological con
ditlons, is to base it on a chimera.
And, then, to conftmnd the real
origin of peoples races have nothing
to do herc) by describing the sourc :
of each as sepárate and exclusive,
is another error which applied to
politics, gives rise to great confu
sión, botli moral and material.
Many things have been pro
pounded with reíerencc to this sub
ject. We have been told, for example,
that Franco is Cal tic, Iberian and
Teutonic; that Germany is Teutonic,
Celtio and Slavonic; that Spain is
Cellic, Iberian, Greek, Román and
Arabic; that Italy is Gallic, Etruscan
Pelasgic and Teutonic, and that
England is Teutonic, Celtio and
Gaelic,
lt might reasonably be inferred
that we all proceed trom the same
source. We are all relatives; with
more or less atlinity, members of
the same human famity. Wlíy then,
base philosophical and political stan
dards upon imaginary dift'erences in
gj'der to constitute peoples as ter
ritories iiut organized' Valuable
time is wasted by thus allowing
ourselves to be misled. Saxons and
Latins turu out to bo of one and
the same family. A lew slight
dissimilarities brought about by
their respective surroundings, and
that is all. No one has yet thonght
of establishing a dilierence between
the flight of an eagle and that of
a martin.
We shonld rather be more con
cerned in the study of such histo
rical diñerences as lead some people
to happiness and others to disaster;
some to culture, and others to
barbarism. And be it remembered,
that nobody can be held responsible
for history. We are not to blame
for what took place before our ad
vent here. Neither responsibility
ñor glory should reach us on that
score.
That some, then. should wishto
sn.roni:' everything, while others
are equally determined not to be
fclatiiii;ff't, is siniply cliildish. The
main question is to leave Nature
to perform. her indetinitc task, in
which man, however willing, can
not interfere, and strive to unite
mankind by a common bond of in
terest. The latter, indeed, can be
accomplished by politics, but the
former is like throwing stones at
the moon or striking in the dark.
The Latin family (we accept
this designation) appears at the
present moment to be undergoing
a series of misfortunes. We need
not go far for evidence in support
of this assertion. France suecumbs
uuder the power of Germany; Ita
ly is uevt defeated in iVbyssinia,
while Spain has just closed the
eyele of her empire in America,
lint a time will come when these
mighty fallen will rise again.
No one cau measure the height
to which these heroic peoples may
yet attain, when the itavvrn of vic
tory shall again smile on them.
Were we to count the blows alter
nately given and received by the
peoples of the earth, the task would
be interminable.
The Latins, then, appear to be
somewhat tceble lor the present.
But it should be borne in mind that
this was at one time the case
with the Saxons, w lióse rise is one
of the countless accidents or evo
lutions in the long process of hu
man history.
But what cannot be admitted
is that, to the end of legislating
convenient situatious and for other
pnrjtoxes, we should continué to
revcl in er,roneous ideas, and. Qlyiiin
that peoples sprung Trom a common
stock, aro difíerent from eaeh other.
The re is an oíd story to the

troyed, she sprang up anew in
Egypt; that Egypt, when laid waste,
revivod in At'heus; that Athens,
after being leveled to the ground,
aróse in Rome; that Rome, devas

ro llama la atención que en algunas

gier juramento, afirmando que los
motivos da sos apreciaciones de ma
yor valer, son asi mismo verdad.
No suceden asi las cosas. Los
propietarios juran decir la verdad y
los taladores nada juran. Conven
gamos en que de ello se ieriva, á lo
menos en apariencia, una irrespon&a
bilidad que esta muy lejos de ofrecer
garantías al justo servicio y pruden
te aplicación de las leyes.
Paro no es sólo que por virtud de
exigencias del sentido común el moti
vo de los aumentos deba decirse por

Resalta, pues, que en los remar
ka la dey ordena, de una manera
que no deja lugar a dudas, que se es
tablezcan los motivos, fundamentos
ó rizones que el tasador tuvo para
aumentar la valoración por encima
del tipo que los mismos dueños de
las propiedades declararon.
En tal concepto, los propietarios
juran y deben ceclarar en que fun
dan sus reclamaciones, en tanto que
los tasadores no juran y, al menos
en la '-'notificación de rute ei tos que
tenemos á la vista, no expresan el
motivo de los cambios y no cumplen
con la ley, dejando en blanco illas
cáusks que para las alteraciones tu
vieron. Es imposible que tales procedi
mientos pueden satisfacer á los con
tribuyentes;que tienen indiscutible de
rectio a que los empleados que ellos
pagan le sirvan con arreglo á la ley,
y 63 de pensar que Honorable Teso

en esa forma. No sería comprensi
ble qne el autorizara negligencias
de tal clase, ni que esté dispuesto á
consentir que los contribuyentes de

same eradle; and if the claim that
the former is inferior be persisted

to do would be to impart from one to
the other, somo of that superiority,
if it really exist, through the prac
tico of liberty, respect of rights,
brotherhood an love.
