CHILD DELINQUENCY
ON DECLINE
If the records on juvenile de
linquency for the first six months
in 1946 mean what they say, then
some of the howl about the juven
iles in the country being on their
way to the dogs, can subside. For
the fact of the matter seems to be
that for this period there has been
an appreciable decrease in juven
ile offenses.
The Federal Bureau of Inves
tigation shows through some nation-wide
statistics that the arrests
of boys under 18 years fell 19.4.
Arrests of girls under 21 years
dropped 34.7.
Another significant trend that
sort of dovetails with this pattern
is the report of Presiding Justice
J. Warren Hill of the Domestic
Relations Court in New York
City. His statistical report for the
first ten months in 1946 show
4,964 cases of delinquent children
while the same period for last year
showed 6,045. While the record
runs higher than that for 1941,
there still has been a decline of
about 18 per cent since last year.
All of which is no answer as to
why crimes of violence seem to be
on the upward sweep but it does
represent a ray of hope in a pretty
difficult situation.

ACS DROPS BAN
ON RACE DOCTOR
After a protracted fight the
American College of Surgeons has
dropped its ban on the admission
of qualified ;Negro surgeons. Back
in 1945 when Dr. George D.
Thorned, J4ew York surgeon, who
is on the staffs of the Lincoln and
Sydenham Hospitals applied for
membership he was rejected. A
section of the rejection letter stat
ed, "fellowship in the college is
not being conferred on members
of the Negro race at the present
time."
Actually this policy was sus
pended last year with the accep
tance of three Negro surgeons and
at the coming December meeting
twelve new candidates are to be
accepted.
The importance of admission is
the fact that membership in this
body is one of the requirements
for holding advanced positions in
Grade A hospitals.
