MAN TO MAN By Dick Stimson i WHO PAYS FOR IT? The government is in a bad way for money, they tell us, and that goes for both the state gov ernment and the federal govern ment. ' The federal government may have to keep wartime taxes and 'the state government may have to add new ones, especially if a bonus to veterans is awarded. There is talk of possibly cut ting the federal income tax by a fixed percentage (the same reduction for high incomes as for low ones). This doesn't seem quite fair to me, since the time after time the exemptions have been lowered in order to tax people with lower and low er incomes. Now, why should n't the exemptions be raised in order to relieve the persons with low incomes! Incidentally, this would save expense in adminis tering the tax. . Other federal funds are rais ed by "luxury" taxes, gaso line tax and import duties. Lux ury taxes, although not so fair as the income tax, have the ad vantage of taking from those who can afford to pay. Liquor and cigarette taxes, although hitting some who have low in comes, are necessary to discour age overindulgence. The gaso line tax is a form of the sales tax which is not a fair tax. Im port duties also are unfair. They force people to pay artificially high prices for their daily needs. Their only value has been in protecting some industries which have military importance. New State Tax Talk is already widespread of either an income tax or a sales tax in Connecticut. Before any tax is levied we should be sure that it is really needed. If a tax is needed, by all means it should be an income tax, not a sales tax. - We may expect cries of an guish from some of the wealthy who have come to Connecticut to escape the income taxes of other states, but they will pay the tax and. still be able to af ford a new yacht now and then. If there is a sales tax instead, the people of smaller incomes will again be called on to pay more than . their share of the costs. Persons of small and moderate incomes spend a high er percentage of their incomes (they can't save much) and so they pay proportionately more sales tax. .
