tng the examination will be adopted, for candidates will noi be re
quired to assemble in class formation, but the civil service commis
sion will rate them on their education and training, their bu mess
experience and fitness, Onh those applicants will bee nsidered for
the appointment who have had seven years experience in responsible
positions which required ability to organize, i" direct or t" manage
business affairs, including such positions in different branches ol the
