MisNEAFOMS.Oct. 2. The triennial gen
eral convention of the Protestant Episco
pal church will be held In this city begin
ning today, btmI will probably continue in
B"sion a little over three week. It will
be an important gathering in the history
of the Episcopal church because it will
act on a proposed new constitution and
c.inons of the church to be reported by a
commission apMinted by the last gen
eral convention. The report of the com
mission Is extremely radical in come
thing, and if its suggestions are adopted
the Kpiscop.il church will be revolution
ized. As there arc now fifty-two diocese,
and twelve missionary jurisdictions In this
country nnd fievpn foreign jurisdictions,
tin- convention has become a large body,
too l.'irge indeed, and therefore there is a
provision in the new constitution reduc
ing tin- representation to throe of each
order from ench diocese.
Organization of the Convention.
The president of the house of bishops,
by right of seniority of consecrution, Is
liishop John Williams, of Connecticut,
and the secretary is Professor Samuel
Jbirt, of Trinity college, Hartford. But
liishop Williams' health prevents his at
tendance. The president of the house of
deputies is the Rev. Dr Morgan Diz, of
New York, and the secretary Is the Rev,
Dr. Clinrlt-s 1. Hutchins, of Concord,
Mass. t)t her officers are Buchanan Win
throp, of New York, treasurer; Professor
Hart, custodian of tiie standard prayer
book, and liishop Perry, of Iowa, historio
grapher. The report of the constitutional
commission will be the star event of the
convention. At the outset of the debate
on the proposed constitution a point will
arise that has been hotly dismissed ever
since the organization of tho church. It
is w hether it is not contrary to t'atholio
traditions for the church to have any sort
oi paier constitution.

strongly objected to, not on the ground

and the trouble with figurative language

it in .his own way. Tho Lambeth arti
cles declare that the Holy Scripture "con
tains" the word of (rod, the point Iftnistod
upon by Rev. lleber Newton, of XcwVork,
who hits successfully dislgcd several heresy
trials.
Name of the (.eneral llody Changed.
The llrst article relates to tho orxunlza
tlnn of the general convention. Its naino
is changed to tho general syn;xl. It is
proposed not to count tho missionary
bishops, now some twenty in number, in
making up a quorum of the upper house.
Tliis would make twenty-nine a quorum,
which means that fifteen bishops might
exercise the nuthority of the whole house.
It Is provided that tho upper house elect a
president fiwn its own numher, who shall
ba called a primus. Under tho present ar-
ragement the presiding bishop Is always
an old man, and therefore not always
able to perform the increasingly onerous
duties-of the oiliee. The constitutional
quorum of the house of deputies is also
Increased, and It is provided that the tw
bouses may sit in joint session.
HAKES A NEW DECLARATION.
An Editor Who Doesn't Like the Spirit ol
the Pronmltloru.
Article II contains nothing new. Article
III is important. It has a declaration,
new to the church, that the general synod
is the supreme legislative authority,
4; Hishons alone are to compose the
court for tho trial of a bUhop.
The power tc define or revise doctrines is
taken from the general synod and lodged
with the bishops alone as the wile and su
preme judges of what the doctrines of the
church are. It is a most radical provision.
Tho house of bishops Is constituted a final
court of appeal, l'rovlslon is made for
the association of contiguous dioceses in
provinces, each province to have its chief
bishop, to he railed a primate,
lu Article V four chnngrs are proposed
Missionary bishops arc to be chosen by the
house of bishops alone; the house of bish
ops alone shall have the right to send bish'
ops to foreign lauds; new bishops must
have the consent of a majority of the bish
ops, and the bouse of bishojM shall have
the right to meet at any time for any pur
pose except that of legislation.
Article VII regulates the formation oi
new dioceses. Article VIII gives the dec
laration of belief to which all candidates
for tho ministry must assent. A notice
able phrase Is "to conform to the doctrine
of the church" instead of tho "doctrines,"
and the well-worn controversy over this
distinction will doubtless break oat in
the convention.
According to one school of churchmen
the spirit of the proposed constitution is a
step toward "prelatUm." Of this Rev.
lr. John Fulton, editor of The Church
Standard, in his paper, says: "The devil
himself could devise no greater evil for

would Infallibly follow If the wise adapta
tion of the hlstorie episcopate to AmerL
can institutions, which was devised a
century ago, were to be overthrown, and
an autocratic or prrlatical episcopate
erected on lu ruins."

Hubbard, of Texas, in an interview said:
"There may or may not be a prize fight in
Texas. If a law be passed making prise
fighting a felony then there will be no
light between Fituinunons and Corbet. "
IOWA REPUBLICAN CAMPAiGN
Opaaed at Orange City by the Candidate
for Governor.
Oeasge City, Oct. S. The Republican
campaign was formally opened here with
ft big rally addressed by General F. M.
Drake, the cardidate for governor, and
George D. Porkins, congressman from the
Eleventh district. Drake's speech was
the first formal address of the campaign,
and much interest was attached thereto.
His speech was devoted to national and
state issues both, but he claimed that na
tional issues were most Important at this
time. After Drake had finished Perkins
was introduced and addressed the meeting.
Drake referred to the liquor question in
the following words, which Include all he
said on that subject:
"-some of us have thought that this
question could be settled by the actions of
political conventions; most of us now be
lieve that it requires more than political
resolutions In party platforms. There are
still points of sharp difference, but I think
that men have been growing more chari
table towards the views of oth . men. We
may differ and still be honest. This was
the view the Republican party took ac
tively two years ago. The speech which
pointed the way of the Republican party
In that contest was made by one of tho
fathers of Republicanism, a man highly
esteemed in politics and in the church.
"The party then relegated this question
to the legislative districts, affirming the
American doctrine of local self-government.
The convention which named mo as can
didate for the office of governor left the
question so relegated. I am wholly satis
fied with such relegation to tho senatorial
and representative districts, the law-making
power of the state, and I see no reason
why the will of the people properly and
fairly expressed through their chosen rep
resentatives should bo ignored or set
side.".

Increase for the Month of September Is

ment of the public debt issued by tho
treasury department shows the public
debt on Sept. 30, less rash in the treasury,
to have been r.Ml.Offt.CvXi, au increase for
the month of 1,8KI,687. The debt is re
capitulated as follows: Interest tearing
debt, 74",3fio,!K'0; debt on which Interest
lias ceased since maturity, tl,S5,(iflf); debt
bearing no interest, oT7.48,.Mi, making
an aggregate of l,lin,414,!Ui, exclusive of
tiWO.'T.'i'j:! in certificates nnd treasury
notes offset by an oual amount of cosh
in the treasury.
The net cash balance in the treasury Is
$183, 405,363. The records of the treasury
department show that on Oct. 1, 1KJ, the
public debt amounted to f.Kt,MH,IH4, with
tl31,HU5,uiH net cash in tho treasury. On
Oct. 1, 10. tho public debt had di-creased
to W1,:W,7?", with the net cash on hand
reduced to tlnti,S75,0:. On Oct. 1, 1S!4,
the public debt hail been increased to $1,
)17,fitit),3:i, and the net cash was 119,
tlU, 719. On Oct. 1. ltfJS, the public debt
had been further increased to tl.lrSVl'.tt,
9UJ, and the net cash lu the treasury in

During the year ended Oct. 1, 1833, the
net increase in the public ricttt was there
fore 19,88S,8Jo. Yor tho year ended Oct.

three years therefore tho not increase In

Washingto'S, Oct. 2. Tho comparative
statement of government receipts and ex
penditures during tho month of September
shows: "Receipt, &.'7,5o,o7S; expend
itures, (4,320,4)41, which leaves a surplus
for the month of t3,-?.,l'.)7, and a net defi
cit for the last three months of f.l, 884,658.
The receipts during September are classi
fied as follows: Customs, tU,f3,!W7; in
ternal revenue, $12,!5i0,U0S; miscellaneous,
JS3.",701. Tho pension payment, during
the month amounted to 10,707,U07.
Knocked Ont the Water Com pauy.
Dks MolNES, Oct. 2. The supreme court
has knocked the Water company out en
tirely, holding that the city of Des Moinvs
had the right to make rates by ordinance,
and putting tho burden of proof on the
company to show that the rates are not
compensatory. The provisions intheex
Istng contracts for arbitration were held
void for uncertainty, and also because
they undertake to oust the courts of their
jurisdiction.

Washington', Oct. 8. Tho following
fourth class postoffices became presidential
yesterday and the postmasters in ench
case, except oue, were reappointed. Tho
exception was Daniel C. Madden vice M.
J. McXatnara, Cudahy, Wis: Illinois,
Mt. Olive and Rossville; Indiana, Con
verse and East Chicago; Iowa, Lisbon.
Quay Holds a Family Kennioa.
Philadelphia, Oct. 2. United States
Senator Matthew Stanley Quay celebrated
his &ld birthday by a family reunion.
"It Is the only time we have had papa to
ourselves for a long time," said Miss
Quay, "and we enjoyed him." The Re
publican chieftain received congratulatory
letters from prominent men all over the
United States.
Corbrtt Start for Te&aa.
XKW York, Oct. 2. The Corbett party
has started for Texas. Corbett was accom
panied by his manager, William A. Brady,
Steve O'Donnell, John Donaldson, Joe
Corbett. Jim McVey. Billy Deluuey
and Jim Daley. Corbett expects
to reach San Antonio, Tex., by Oct U. It
is not known whether John L. Sullivan
trill act as referee.
The Crop in Illinois.
CHICAGO, Oct. 2. The wwither crop re
port for Illinois has the following: The
naxt week as a whole has been favorable;
frequent light shovv.-rs and relief from the
excessive heat of the previous week have
caused corn to riocn rapidly, and allowed
a good week's w'crk in the wheat fields,
whjre sowing has progressed well.

AUSTIS, Oct. 2. In compliance with the
proclamation of Governor Culberson con
vening the legislature in this city Oct. 1,
to take action on the prize fight questlcn
which has been agitated by the proposed
Corbett-Fitzsimmons' mill at Dallas, Oct.
31, a quorum of both houses responded to
roll call at high noon and were in working
shape within thirty minutes and at 12:30
promptly received a message from Culber
son. The governor confined himself sole
ly to the prize fight question and reviewed
at length the situation which in his opin
ion has made the calling of thu legislature
necessary. He said he regretted that he
had to call the tolons together, but as the
question was being wrangled over in the
courts ho deemed it advisable to stop fur
ther discussion by having the legislature
enact a law that would be clear and
specific on this subject and he desires It to
go Into immediate effect.
Two Itills at Onre Introduced.
As soon as the message was rend, in com
pliance with its command two bills were
introduced in both houses. Tho respec
tive bills in the two houses are identical.
The one introduced in the senate by Sena
tor Lewis, of Bexar, and the one In the
house by Representative Ward, of Travis,
are generally conceded to lie the measures
of t lie administration. They define that
prize fighting or any pugilistic encounter
shall lie deemed felony and shall be pun
ished by imprisonment of not less than
one, nor more tlian two years. These
bills, of course, have theemi Tgcncy clause.
Another bill Introduced in the senate by
Senator Simpson provides a penalty of
not less Minn five.nor more than ten years,
and further provides that any one who in
any manner aids or abets a fight will In
considered a participant and subject to
the above-named punishment. The emer
gency clause is also In this bill.
Iteveloped Into a Political Kow.
The bills were referred nnd Dallas at
torneys appeared before the committees
nnd stated that they promised to show that
tho bills were unconstitutional. They
will be heard today. As tho matter now
stands it is A political row between the
friends of Governor Culberson and his
opponent, of which he has quite a num
ber in thu legislature. There ore ninety
four memliers of the house present nnd
twenty -four senators. In the house, it Is
necessary to get eighty-sis. -votes to make
the law go into immediate, effect, and
twenty-one votes arc necessary in tho sen
ate. In tho house at tho present time
there are fifteen out-and-out liifla against
putting any emergency clause on the bill,
while there are -four who are doubtful.
This puts tho two-thirds Vote out of the
question in the house with its present
roster.
Will Wait For Reinforcements.
In the senate there are three against the
emergency clause undtwodoubtful, which
places the bill in serious danger there
also. If a vote was taken now with only
the present number voting there is little
doubt that the emergency clause would lxj
defeated. The administration forces do
not projtose to come to a vote on the mat
ter, however, until more of their men ar
rive, and the nlisentees are expected by
this afternoon at the latest. The Dalhis
people also want a delay to gather addi
tional forces; so everybody is pleased to
delay tho game at present.
NOT IX LINE WITH Cl'LBERSOX.
An Ex-Governor of Texas Who Has Some
Views on the fultfect,
Ex-Governor Barnett Gibbs says in re
gard to the governor's message: "It, like
the call for an extra session, is as weighty
and strong as the subject would permit of
and this is not sawng much. The ex
traordinary session is justified on two
grounds only in the message first, tho
brutality of a glove contest. legislative
and executive ability may be aide to de
cide the line between brutal and manly
sports. How much of the an imal is to he
legislated out of man? You take It all, and
of course he becomes a thing not danger
ous to either sex ; but on the other hand
he is no account to himself or his country.
"What is left Is fit for vjily soap "and
grease. The Orientals studied for 1,000
years for some effective mode of eliminat
ing the brute from man and finally de
cided that the only mode is to unsex him.
Politicians wlto spar with state constitu
tionstax money and vested rights will
find no greater favor with St. Peter or a
fully aroused people than professional
gamblers who sport with public morals.
A wave of fanaticism or the political nec
essity of getting the minds of our religious
citizens off of the financial question can
not affect the responsibility of the legis
lators who have not consulted with their
working constituents, to whom only one
side of the question has been presented.
"Morality consists in doing what our
conscience tells us is right and not forcing
our views on another by means of a six
shooter or a called session. The proclama
tion and session raises grave questions of
morals and constitutional prerogatives."
Might l ight ia tho Territory.
Washington, Oct. 2. Secretary Smith
was asked tf he would take any steps to
prevent the Corbett-Fitzainimons fight
taking place in the Indian territory, and
replied that If an -attempt was made to
have the fight take place where the United
States controled he would prohibit it. He
knew of nothing, he said, that would give
the department authority to prevent the
fight upon lands controlled by the five
civilised tribes if the Indians consent.
Why Didn't They Acquit Him?
MorsT Veknox, Ky., Oct. 2. The jury,
after forty hours' deliberation, gave Rev.
W. G. Capps two years in the penitentiary
for shooting his wife five times some
three months ago. She had applied for
divorce on account of cruel treatment.

Two thousand miners in the Massillon
(O.) district have gone on a strike about a
plan to fix the rate of wages, which latter
has been agreed upon.
A receiver lias been appointed In the
superior court at Chicago for the Produce
Cold Storajfe exchange, whose place of
business is at Ltako and South Water
streets. The receiver is Charles M. Strat
um. The company fails with labilities of
nearly f.Y,000 and assets of about .'00,000.
Rev. T. DeWitt Talmage has left Brook
lyn for Ohio, and will return on Saturday
to preach his farewell sermon at Lafayette
Avenue Presbyterian church on Sundny
evening. Ho goes to Washington this
month.

ted at Havre for the French government,
has just accomplished 31.32 knots an hour
in her qfllcial trial, which is so far the
highest actual speed recorded for this class
of vessels.
The supreme court of Minnesota has a
the hearing in the appeal of Harry T. Hay
ward from the death sentence for murder
for Nov. 4.
The Western States Deepwntcr conven
tion (the object of which is to find an out
let for western products on the Gulf of
Mexico instead of through Chicago or
Xew York) is In session nt Topoka, Kas.
The school lnxird of I.inwood, a Cin
cinnati suburb, has knocked out the
Lord's Prayer in the schools. Its suppres
sion was demanded hy the Roman Cath
olics. The Protestants declare tho fight Is
not yet ended.
Tfce men who began building the am
phitheatre at Dallas for the big light have
stopped work until they hear from the leg
islature. Jim Smith, as he calls himself, has been
arrested nt Xcenali, Wist; as one of the
Wisconsin Central train robliers, and ho
has confessed.
An Injunction has been filed by the
Xew Orleans Daily Picayune restraining
itho state and city from compelling the
paper to pay taxes on type-setting ma
chines. The pnjH-r claims that the tax is
unconstitutional.
Maud Steidcl, about 10, has been found
in a Roman Catholic school at Chicago,
where she had lioen sent, so it is charged,
by Father Wagner, a Komun Catholic
priest at St. Joseph, Mo., who, it seems,
should be the girl's husband. He has
been arrested.
James Davenport, n farmer, 50 years
old, the father of ten children, was burned
up in the town lockup at Cleveland, O. T.,
He started the lire himself.

SrttlNGKlELn. Oct. 2 In the legislative
bribery investigation ' before the grand
jury Frank W. Tr.y, president of the
First National bank of Springfield, knew
of no check at the bank for (1,000 made by
a certain Chicago lumberman and paya
ble to a certain representative. Repre
sentative James E. Sharrock, of Taylor
ville, knew nothing incriminating. Repre
sentative A. A. llollinswoxth, of Brown
ing, was asked whether he had paid any
one any money for a vote. His reply could
not be learned. Other witnesses knew
cothing incriminating.

Sailt Ste. Marie, Mich., Oct. 2. The
crew of the schooner KIma, excepting one
man who was washed away by the sea
before the vessel was abandoned, were
found by lighthouse ksepers in n ledge of
the Pictured Rocks,seveuty-flve feet above
the water. They puss-jd through great suf
fering from hunger and cold, and were
half dead when rescued.
