Drejei & Co., who n indicted bj tho spe cial Cook county grand jorj Satur day, is well known in- Rock -Island as the nervous, energetic little mai who presided over the sessions oi the Banker' Association of the Stat f Illinois, which assembled her two years ago. Mr. Dreyer was pre dent of the association- that jear K. S. DRSTEB. and consequently was one of the most conspionona of the men win attended the convention. Sixteen indictments were returned Saturday night in Chicago by the special grand jury which has beer investigating the charges against the banking firm of E. S. Dreyer 4 Co., and E. S. Drejer, as treasarei or the West rark board. Tbore who kill be expected to famish bail, the number of indictments found aeainst each, and the amount of ball speci fied in each case are as follows: Edward H. Dreyer and Rober Berger, seven indictments for re ceiving deposits after insolvency; $1,000 bail in each case. Five in dictment for obtaining money under false pretenses; total bail for the five eases 113,600. One Indictment on the charge of conspiracy to defraud: 12.600 bail. Edward S. Dreyer. treasurer of the West Park board one indictment on the charge ot withholding funds from suceanor; amount named as withheld, 1819,000; bail fixed at $25,000; as treasurer ol the West Park-board. One indictment for larcenv: amount specified. $319,000; bail fixed at $25 000. C-rl Moll, former cashier of the National Bank ot Illinois, one indictment tot aroeny; amount specified, $319,000: bail fixed at $10,000. The total amount of bail fixed against E. S. Dreyer and Robert Berger under the thirteen joint in dictments is $28,000. As treasurer of the West Park board Dreyer will have to furnish bonds to the amount of $10,000 on the two indictment found against him in that capacity. These sums added to the $10,000 r q -ired of Moll, makes a grand total of $73,000 bail to be furnished. Strange Batlneea Methods. The Chicago Timen-Herald speak- ing of the disclosures resulting in and from the indictments, says: The investigation of the Affairs ot E 8. Dreyer ft Co. has revealed a condition at once criminal and shock ing. The bank was used as a means of plundering the public For over three years this bank has been prac tically insolvent, but has c ntinned receiving moneys of the public until its close now, when it appears that a toss oi over f l.suu.uuu will be suf fered by the creditors of the bank. An astonishing system of finance ex- isiea between this bank and the Na tional Bank of Illinois. Three clerks of no financial standing, of the Dreyer bank, feigned notes to the or der of the National Bank of Illinois for amounts aggregating $99,000, $97, 000 and $67,000 respectively. In ad dition to this Dreyer ft Co. owed enough to the National Bank of Illi nois t-i amount to a total indebted. nets of over $600,000. This was to cover or evade the national banking iaw against a national Dank loaning in excess of 10 per cent of ltscaoital. the capital ot the National Bank of Illinois being $1,000,000. This ex cessive loaning was explained by an officer of the National Bank of Illi nois as being forced by necessity. and that necessity in banking was aoove any iaw. xne grand jury believes that if there is no moral sense In banking, and that the law is subieot to necessities of which a bank president shall judge, then some legislation should be bad which will produce an observation cf hon esty by baaka in dealing with the public as tne dosi policy of the bank era, it they cannot be induced to act honestly for any other reason. The public monies of the West Park board, which came to E. 8. Dreyer as treasurer were used to pay over draft on the account of E. S. Dreyer & Co. in the National Bank of Illi sola, in one case amounting to $118.. 000, and notes due from F. 8. Dreyer ft Co. to the National Bank of Illi. nois amounting to hundreds of thousands of dollars." The situation that has developed in view of the ruling of the supreme "ourt finally forbidding the removal f the head offices from Fulton to this city under the action ot the head camp at Omaha or at Madison, was discussed at length, Mr., Jack son explaining in detail the various phases, as well as the leitislation which it is proposed to have the Illi nois general assembly adopt, snch as will prevent the great order being farther balked by the little village of Fulton. It was determined that Hock Island should be as well and capably represented at Dubuque at Madison, two yeara ago, and to present the claims of Book Island under the more favorable conditions which the legislation of thia week, it' is expected, will insure. Against heavy odds they beat .Peoria and Omaha and Fulton out ot the headquarters of the Mod -erd Woodmen of America, and the United States court haa decided that the action of the supreme camp was illegal, as the convention was not held in the state ot Illinois in whiob she order is incorporated. The 'Chicago Record of today in concluding an unbiased write up of the Woodmen troubles from the be ginning and especially upon those hat have arisen out of the head office removal, says: Tbe inspectors of the state insur ance department closed a month's inspection of the business of the Modern Woodmen Saturday. Col barn rt Buck, one ot the inspectors, told the Record reporter that the af fairs of the order were in first-class shape, and that no irregularity of any kind bad been found. The of fices are ia the Finch and Allison blocks, and are admitted on all sides to be.inadeqoate for the accommoda tion of the greatly increased volume of business. The papers, records and books are unprotected from fire, which is liable to break out at any time. More than fifty employes are in the offices. - The pay roll reaohes 12.000 monthly. The directors pur. chased a lot at Rock Island for which $7,000 was paid, and the plans tor a large structure approved. Th citi zens of Fulton now have offered to furnish a lot on which to build a sub-st-ntial offioe building. The inacces sibility of Fulton as the headquar ters town haa been much overdrawn. It has three of the leading railroads of the state, and is reached from all directions at almost all hours of the day. The price was 8 pence 8 shillings per dozen -not a high prioe to pay for news, articles, theatrical criticisms and a pocket handkerchief combined.
