ified position to pass upon the efficiency
of a clerk, and that he ought not to be

remove at least 100 clerks from hisoffice
without affectirg the efficiency of the
furce. He thought it would be desirable
to have a definite tenure cf office r.ct
exceeding ten years, so that every year
about 10 per cent, cf new blood could be
Infused into the force. This would do
away with the abuses resulting from
some clerks remaining in office too lor.g.

by J. K. Keddington on Saturday with

there was no possibility of manipulating
the records in the manner charged, even
If he had so desired. Alex Drftton testi
fied that the boots and papers in the
land office had to go through a number
of hands end four or five divisions cf
the land office, making it Impossible for
any one man to manipulate them in the
