or reticule may be carried out of this

tour, but when It comes back again
It Is liable to confiscation unless "the

pelt of the skin underneath shall be

owner shall have taken the precaution
before starting on her voyage to obtain
cert locate of ownership from the
collector of customs of the port of de

of Pensions Evans haa been giving some
attention to a proposition whereby the
services of pension, attorneys engaged
In the prosecution of clalma before the
office may be dispensed with and their
work done by officials under govern'
ment supervision. Informally be has
been discussing the matter with mem
bers of the house committee on Invalid
pensions, but Is not yet prepared to
outline the details of bis plan. The
present system, he says, is wrong and
should have been done away with long
ago. Discontinuing the services of the
attorneys would result In a great aav
Ing to both pensioners and the govern
ment, and liability to frauda in Issuing
pensions would be reduced to a mini
mum. Under government supervision
the pension bureau would have direct
control of the persons appointed to look
after the esses, whose buslnesa It would
be to see that all honest clalma were
promptly and intelligently presented.
The commissioner notes the fact that
113.600,000 haa been paid out during the
past thirteen years to pension attor
ney by applicants for the prosecution
of their claims. - .
Talking about pensions the postofflc
department haa ruled that an ex-Union
soldier drawing a pension under the
dependent pension law may be rein
stated in a position he formerly occu
pled in the service. The case-arose
In connctlon with the application of a
veteran employed In the Philadelphia

must swear that he Is without mean
of support and Is unable to do manual

Chicago, Dec. 31. Theodore Bchints,
lawyer and private banker, who failed
several months ago with liabilities of
over $100,000, was acquitted yesterday
of the larceny of $1,000 from Hulda
Fontana, who claimed Schlnts re
ceived1 the money from her 'knowing
himself to be In an Insolvent condition.
Emil H. Schlnts, caahlcr of the Theo
dore Schlnts bank, was also acquitted
of the same charge. Many other similar
charges have been made, one of which
the charge of embesxling $30,000 from
the estate of Frans Ertel will be
brought to trial next.
