Upon arriTi.03 at the anteroom of tho chamber cf fputies, says Colonel T. W. Higgiuson in Tha Atlantic, I found tho bull fall of people waiting, each having to scud his card to sumo mem ber, naming on it tho precise hour of arrival. The member usually appeared promptly, when an iiuiueuso usher cull ed in a stentorian voice for "La per Eonne qni a fait demauder M. Constant" or whoever it might bo. Then tho constituent for sneh it usually was advanced toward tho entiling member, who never looked bored, tho mask of hospitality being probably tho samo in this respect throughout tho legislative halls of tho world. At lust M. Talan dier appeared and got mc? place among the corps diplomatique. Iho chamber itself was more like our representatives' hall at Washington than like the honse of commons. The members had little locked desks, and some were writing letters, liko our representatives, though I saw no newspapers. The ordinary amount of noiso was like that in our congress, though tbero was happily no clipping of bands for pages, bat when t-io members bceamo especially f xeittd, which indeed hap pened very often, it becanio like a cago of lions. For instance, I entered jnst as somebody had questioned tho minister of war, General Borel, about an alleged interference with elections, and his de fiant reply bad enraged the Lefts, or radicals, who constituted tho majority of tho assembly. They shouted end ges ticulated, throwing up their arms and then slapping them on their knees very angrily, until the president rang his great bell, and they quieted down lest bo might put cn his bat and adjourn the meeting. In each case the member speaking took his stand in the dt'ek or tribune below the president, and tho speeches wero sometimes read, some times given v.itbont notes. The war minister, a stout, rod faced man always, the radicals say, half in toxicated Flood with folded arms and looked ready for a coup d'etat, yet I heard it said cbont me thai be would be compelled either to retreat or resign. One saw at a glance bow much pro founder political differences must Le ia France than with us. THE MARKETS. Chicago Grain and I'rodnre. Chicago, April 11.
