The democratic voters of the city of Rock Island will meet la tbelr respective wards on the evening of Tuesday, March 12, for the pur pose of nominating one candidate for alder man in each ward and selecting delegates to the city-township convention, and also two ward Committeemen for each precinct and such other business as may be proper to trans act at said meeting. The basis of representation for the selection of delegates will be one delegate for each 20 votes or the major fraction thereof cast for Bryan and Stevenson in 1KC0. The city-township convention of the demo cratic party of Rock Island will be held at Turner hall. In said city, Saturday evening. March 18. 1901, at 8 o'clock, for the purpose of nominating candidates for the following of fices: One mayor, one city clerk, one city attor ney, one city treasurer, one police magistrate, live assistant supervisor, one assessor, one collector, five justices of the peace, five con stables. lso to elect a chairman of the city-town hip committee and to transact such other business aa mty.come Dei ore tne convention. B. H. Kimball. Judge Hanec, the republican nom inee for mayor of Chicago, declares he is not a machine candidate. It is a little early for April jokes. Of coarse President McKinley will keep the pen with which he signs the army appropriation bill giving him self absolute power over the Philip pines. The average size of a farm in Porto Rico is 45 acres, of which 12 are cultivated. . Seventy-one per cent of these farms are owned by whites and the rest by negroes. .Ninety-three per cent of all the farms are cultivated by their owners, a higher rate of ewner-cultivation than the United States can show, where the propor tion is but 72 per cent. Thirty-eight per cent of the Porto Eicans are col ored, and 83 per cent of the colored people are of mixed blood. The per centage of illiteracy is very high about 84. This is higher than in any other country from which statistics are obtainable, except Gautemala. MILITARISM AND IMPKKIALISM CON SPICUOUS. Militarism and imperialism were prominently in evidence at the capital of the republic Monday. The army and navy were conspicuously dis played in the ceremonies attending the second inauguration as president of William McKinley. Pomp and glitter, gold, lace and epaulets, swords and bayonets were to " be seen on every band. All the grandeur and the splendor that the money of the trusts and syndicates and imperialists could command was liberally provided, and the occasion surpassed in gorgeous ness and in military display the coro nation of s king or an emperor. - What a contract was the brilliancy and royal magnificence of this inaug ration to the republican simplicity that formerly characterized the induc tion of the chief magistrate of the re public into office. Patriots who under stand the tendency of such exhibitions of militarism and imperialism will lament them as evidence of the de cadency of the liberty, and equality that heretofore has distinguished and glorified this land cf the free and home of the brave. The estimated cost of the second inauguration of President McKinley at the opening of the twentieth century is $1,000,000. The cost of the induction of Thomas Jefferson into the executive office just one hundred years before did not exceed $5,000. THANKFUL FOR 8 MALL. FAVORS. The chaplain of the Nebraska house of representatives goes into details in his prayers. For example: 0 Lord, we thank Thee that the members of the legislature can come and go between their homes and their legislative halls with such, ease and such little expense to themselves." This giving of special thanks to the Lord for free passes on the railroad is a little out of the - ordinary. The stockholders in the railrop.clfl on which the Bugeater legislators take their free rides must be in much less thank ful a frame of mind. DISFRANCHISING DEMOCRATS. The democrats were accused of ger rymandering the state when they de signed the congressional apportion ment of 1893, but Illinois nas had a solid republican congressional repre sentation since that time. Some of the districts which were then divided as examples of democratic partisanship now look like cubes as compared with some of the designs on the republi can congressional map. One district extends clear across the state, bar ring one county, and it has exten sions and projections to north and to south until all idea of symmetry or relationship is lost. At one end of the district the people speak a differ ent language from the other and the political leaders in . some of the coun ties never heard of the : leaders "in some of the others even in the col umns of their newspapers. The dis trict in which. Adams county is placed is another glaring example of disre gard of the constitution. From the southwestern corner of the district, near Fall Creek, the Quincy Herald says, to the northeast corner of Henry county is a day's journey of something like 170 miles, over three lines of railroad and 30 miles of high way. Yet a man on the line between Adams and Schuyler counties can be in three different congressional dis tricts in half an hour. At that point McDonough and Brown counties are but six miles apart, yet they are in different cungressional districts, with the Adams county district flowing be tween. . The basis of population is supposed to be as nearly 200,000 inhabitants as possible. Yet the new Rock Island district, as proposed, has a population of but 170,000, while one of tne dem ocratic districts in Egypt has over 230,000. Here ii a difference of over 60,000 people. The republicans expect to create 19 districts lor themselves and six for the democrats. Even at that, some republicans are unsatisfied, and the Springfield Journal thinks it might have been possible tri construct a map which would give the republicans 20 districts instead of 19. It is true that one of the republican districts would only have about 150,000 people, while a democratic one would have over 250,000, but the Journal claims justification in ardent partisanship. It is not a matter of equality and fair ness and a democrat is not to be con sidered as a human being in republi can councils. ALL, AROUND ANDALUSIA. Andalusia, March 6. T.AV.
