The bill passed by the last legisla ture providing for the election of su pervisors every year was uninten tional. It was one of the many errors of the general assembly, contends the Quincv Herald, and helps to prove tnat the people are in peril every mo ment tne legislature is In session The intent of the man who had the bill in charge was to provide that in cities entitled to more than one super. visor the election should be based upon the last federal or state census and not upon a local one. In drafting the bill the section used in the law as originally enacted was used. This provided that supervisors should hold oiuce one year. Jn is.w the system of electing nail tne board, each year and having the supervisors hold office two years was adopted. This was done Dy amending the original law. but the acts were printed separately By adopting the original law at the basis ox the recent act, the amend inent providing for the two-year term is killed. In a speech delivered In Buffalo Lieut. Hobson let in a new light on the naval situation by declaring that the names ol Dewey, Sampson and Schley will live together in American history. The pity is that the friends of Admiral Sampson did not, com ments the Atlanta Constitution, take this cue at first. There never was a disposition to do injustice to any officer of the navy by the people. When the war with Spain opened, the navy cf the United States was as a sealed book to the people at large. Never before was preferment so open to merit as upon that occasion. When from the far east an unsuspected vic tory was Hashed from the wires, the people stood ready to do full honor to the man who stood upon the bridge upon that momentous occa sion. The same was true when later developments were looked for from the West Indian squad ron. It was not known that the board of strategy had taken the possibilities of that campaign out of the hands of Providence for the pur pose of crowning a certain favorite, regardless of the fact whether he was present in the engagement or not. It was against the plain purpose to do injustice to a gallant officer that Sampson was not in the engagement that Schley was, and that he was the ranking officer, and that under all previous rules a victory was ascribed to the man in active command. It will not do to say that the plan of battle had been entirely arranged by an other. It is altogether likely that in the effort to rebuke the assumay cf Ad miral Sampson, ia claiming that which did not belong to him. tnat he had failed to receive justice for what he really deserved. In such case, Lieut. Hobson has opened the way for a review of the whole question by ad mitting that Admiral Schley did hold a place of honor in the engagement and that there are three names worthy of remembrance in connection with the war.
