Sexton, of the democratic city central ' committee, to the anti-Looney ward campaign committeemen named in last evening' Argus in response to the anti-Looney gathering of democrats held at the Harper house Sunday afternoon: T. Beali.ing the fact, as chairman of the city central committee of the democratic party of the city of Bock Island, that the partj' is being badly disrupted by the tactics of John P. J.ooney. and knowing as I do from past experience with this gentleman, his tactics. I regard it the duty of dejnocrats Jo make this a personal matter from principle, mid turn out to the prima ries to be held March 17. from 5 p. in. to 7:.'!0 p. m.. and select delegates and two members of the citv committee from each precinct in their respective vards. Thus democrats can control the party in this city, instead of hnv inir it used as :m auxiliary to the republican party, as was otitic last year and is being done this vear bv Mr. Looney. 1 therefore make this personal appeal t;i you as a democrat to get on n your ward at the coming primaries and une all your influence with all '..eniocrats c-f vour aeouaintance to oo the same. I here can be but one re sult if this is done. And vet I feel that, unless this is done at this time, the leiiioc ratic party will be completely disrupted in this city from pure disgust with the actions of Mr. Looney. 1 here can be no one to blame for this con- dition of affairs but the party itself if it is not taken in hand now. The lemi'cratic part 3' and its principles are too great to be dictated to I13- any one man, and that man not a democrat. Attend to this as democrats, and see that the list of delegates from your ward be composed 01 democrats, and also see that the primaries in vour ward are honestly conducted ami a fair count given. .Further, it is urge:l that no delegates selected give a proxy that may fall into Mr. Looney's hands. It is gratifying to know that in many of the wards the movement to send only anti-Looney democrats to the city-township convention has al ready been properly inaugurated, and to those who have thus taken mat ters in hand the most hearty commendation is given. Where caucuses look ing to this end have not vet been held, it is suggested that the same be he'd between now anil Thursday, to the end that the work may be done thoroughly and effectively. The res olutions declare the practice of levy ing assessments upon state appointees to be un-American and disastrous to the efficiency of our institutions; that contributions should be entirely vol untary and should not be made until after the nominations and should go into the treasury of the state commit tee instead of lieiiiir used for the ad vancing of personal ambitions and for the disruption of the party; and demands that the state committee confine its efforts to electing nominees rather than to the controlling of con ventions. It protests against the ef forts of non-residents to control the politics of the county. It demands in order that efficient and experienced employes may not be displaced for political reasons by those inefficient and inexperienced, that a state civil service ;iet be passed by the next gen eral assembly. 1 lie committee on resolutions was composed of .T. No man commissioned as a colonel by the governor of this state, saiil Mr. Sturgeon, can send his .cohorts into this town to say how the republicans shall vote. Mr. Stur ' gbon thereupon stated that a member of the republican county committee was present in the person of Moses Titterington. of Kdgington. and in the absence of the regular chairman, he moved that Mr. Titterington be called to the chair. "Co it. Moe!" came from a dozen or more throats, and "Mipsc" mounted the stage amid the plaudits of the gathering. The read ing of the call was. upon Mr. Stur geon's suggestion, dispensed with, and Johnny Binck was. upon motion of W. A. Meese. elected to the secretary ship. Johnny was boosted to the stage, waved his hands and proceeded to work. Mr. Meese moved the call of the roll of the county for representa tion in the contt ntion to indicate the strength of the contention. Divers resolutions were offered condemna tory of the action of the county com mittee, and were referred, and Mr. Murphy, the long-haired man from Coal Valley, said that while he was present as an accredited delegate, lit' had not his credentials.
