It was a ground swell. It was the
voice of the people against one thing,
and one thing alone, the further toler
ation of the alternating machine 3ys
tem in Rock Island municipal politics.
The republican party undertook de
fiance of the popular sentiment and it
received a stinging rebuke. It a:
anything to beat Knox. That was the
cry from one end of the" town to the
other. This was not meant In a per
sonal sense, but both in a political sense
and as it implied the public service.
Mr. Knox has been twice overwhelm
ingly elected mayor of Rock Island.
His administrations in both cases
had not been creditable so far as ex
ecutive capacity is concerned. But he
felt that his personal popularity would
carry him through again. He relied
upon this to offset the shortcomings
that attached to his candidacy by rea
son of his record. But he reckoned
once too often. f

The people felt a system that meant
the paccing back and forth of the may
or's office from one standing candidate
to the other standing candidate every
two years must stop.
Probably no better illustration of
how much in earnest the people were
upon this subject could be represent
ed than the telling effect of Mr. Mc
Caskrin's warning, unwarranted
though It was, the night before elec
tion that "a vote for Cavanaugh is a
vote for Knox." That such a construc
tion was unfair Mr. McCaskrin himself
afterwards realized, but it cost Mr.
Cavanaugh hundreds of votes, as he
discovered all day yesterday.
People by the score told him that
they had determined to vote for him,
and would prefer to vote for him, bul
if it meant drawing from McCaskrin
votes that would otherwise go to Knox
they would have to make the repudia
tion of the republican ticket sure.
There is no doubt that Mr. Cava
naugh drew many votes that .other
wipe would have gone to ir. Knox at
that, and it is but voicing the impres
sion that it is believed will be gener
ally shared to say that had it been
an even race between Cavanaugh and
McCaskrin, or Cavanaugh and Knox,
Cavanaugh would have won.
Democrats Make Gains.
The democrats as it was made gains
all over the city, and Mr. Cavanaugh's
candidacy contributed to the reelection
of one democratic alderman in the pen
son of Mr. .Wilson in the Sixth and the
gain of two additional aldermen in the
persons of Mr. Blochlinger in the First
nnd Mr. Dauber in the fourth, both for
mer members of the municipal assem
bly.
Apart from Mr. McCaskrin's remark
Ule run, of course, was the highly
complimentary vote given Jay E. El
liott, the successful candidate for po
lice magistrate and the race made by
Oliver Olson also on the independent
ticket, for city attorney. On the face
