pairs of ' fancy ducks which will be
placed on- the u?kes at the park in the
epring. The foul, which are handsome
specimens, were selected by Mr. Gaet
jer at the Chicago Poultry show held
recently and which he visited. They in.
elude one pair of colored Muscovites,
four pair of white muscovtes and five
pair of crested foul. They were
shipped from the Linwood Poultry
farm located a New London, Ohio,
and are being kept for the present in
the barn at Mr. Gaetjer's residence.
THE WEATHER.
v The meeiing of the city council last
evening was devoted to public improve
ment matters principally, among other
things considered being an improved
filtration system for the city water
works plant; a water main system for
the Second ward: the opening of an
alley in block 21, Chicago or Lower
addition; the paving of Fifteenth street
between First and Second avenues,
and the laying of water mains on
Thirty-ninth and Fortieth streets be
tween Fourteenth and Eighteenth av
eniK s. and on Eighteenth avenue to
connect the two lines.
Ordinances for the opening of the
alley, the paving of Fifteenth streer,
and the extension of the water mains
on tlte hill in the southeastern part of
the city, were adopted. The city en
gineer estimates the cost of the open
ing of the alley from Seventh street
to be $100, the cost of the paving is
estimated at $2,.r42.r0, and the water
main intension will cost $r..ri(M. All
of the work is to be done by special
assessment.

The tiltor system micstion was
brought before the meeting by Mayor
Schaffer, who read a communication
from the Pittsburg Filter Manufactur
ing company. The mayor, while in
the east last summer, took occasion to
investigate a number of mechanical
filter systems, and he is desirous that
the council take the matter up, and
make an investigation. He suggests
that a committee be named to go to
Lorain. Ohio, or some other city where
a mechanical filter iias been recently
installed, and make an examination of
the system, and report to the council.
Tlii." mayor's plan is for the installa
tion of a filter adjoining the water
works pumping station, to filter the
water as it is pumped from the river.
This filter would act as an auxiliary
filter and would replace the Jewell
filter placed there by Hon. Hen T. Ca
ble, which at some time in its history
disappeared.

The board of local improvements
was instructed, by a resolution off ere!
by Alderman Utke, to take steps at
once to build a water main system in
the Second ward, by special assess

The members of the examining board
of plumbers. Plumbing Inspector Yer
bury. Health Commissioner Dr. Ralph
Dart, and Colonel W. T. Channon, who
were sent to Chicago to attend the
convention of the Society of Inspec
tors and Sanitary Engineers, made a
report. The delegates mentioned sev
eral of the topics of discussion at the
convention which have special inter
est here, including public comfort sta
tions, septic tank regulations, and con
tinuous drinking fountains in the pub
lic school buildings, and made various
recommendations regarding the appli
cation of the suggestions of tuthorities
at the convention. In concluding the
report states that it became evident
that Rock Island has reason to be
proud of its plumbing and sanitary
laws, as they are complete except as
to a few minor details which can eas
ily be remedied.

A petition signed by 34 taxpayers
was presented, asking for the adoption
of an electrical inspector ordinance.
Alderman McXealy presented a new
ordinance creating the office of elec
trical inspector, and this was referred
to the city attorney, and will be be
fore the aldermen at the next meeting.
The ordinance offered by Alderman
McXealy is not greatly different from
that recently rejected by the council
except as to the police powers dele
gated to the inspector.

An ordinance was adopted to compel
f-idewalk contractors to furnish a bon
of $"1,000 to the city to protect the
city against damages which may fol
low as a result of the construction of
walks. The bond required is similar to
that required of plumbing firms and
other contractors who work on the
streets and thereby create the possi
Lility of liability for damages in case
of accident.

company's franchise ordinance, and
the aldermen voted to meet in com
mil tee of the whole Friday evening to
consider this matter and the sugges

Hope that this vicinity was to be
passed by this winter without "the
worst blizzard of the season," received
a rude shock today when the predic
tions of the weather bureau came to
pass. A light fall beginning about 7
o'clock Increased in violence till noon
when the storm was at its height.
Driven by a no.theast wind the snow,
both that which had arrived and that
which was coming kept on the move
and the luckless individual who had to
be out was blown and buffeted about
and his eyes, ears, nose and the crev
ices in his clothing were filled and re
filled every rod he traveled. Few
went about for mere pleasure.
For the most part the transportation
lines kept open throughout the day.
The Tri-City Railway company was
busy with the sweeper and plow and
while unable :o keep strictly to sched
ules was able to maintain some kind of
