"With the projnct for a good hard road between tie li-i-cUies and Ster ling booming nicely, good roads 'roost ers and merchants in Kock Island should not lose sight of the plan for improving Ninth fetrett," said Mayor ' H. M. Scbriver this morning apropos ; of the visit of the tri-city men to Ster ling yesterday. "Rock Island has un i dertaken to rLise $12.c.'0 to a'd in im- I proving the most used thoroughfare into this city, and the (ommitree to w hich was entrusted this task will 1 doubtless be at work before long. i Then it will be up to Rock Islanders ; to look out for their best, interests j tirst, and it is doubtful if any road is I of as much importance to them as 1b i the one leading out to the south end of the county."' Some montb3 ago, it will be recalled, residents of Rock Island, South Rock Island and Stars got together on a roarj-building plan and the latter two places pledged themselves to raise f4.iw between tiem for improving N'lt'th street. It is understood that this amount has been pledged, and it now behooves Rock Island to make I'tuA on its pledge of 512,000. With $16,000 t.o work on, Ninth street could be put in excellent shape. The Davie interests have offered all the stone needed and even power to run a crusher. All that remains to be done Is to buy a crusher and haul and n-rifter the rock. City and county prisoners can be used to do much of the work and great results could be shown from the expenditure of what is comparatively a small amount consid ering the extent of the improvement contemplated. It. is further found in the same pro c cdniBS the followinp: "Supervisor Stow moved That the special invest iga- 't'nt committee be directed to retain .' paters and evidence collected in iii investigation until further instruc i:i by the hoard, whirh was carried." Section lo of chapter 25 of the re vised statutes provides that the county clerk shall act as tfie clerk cf the (o.niiy board, and keep an accurate record of the proceedings of said board, hence, when the committee re ported the evidence to the board of supervisors, this evidence became a i i ord of the board, and under the la xv it is the duty of the county clerk to k.-ep this evidence so that it may he seen by any citizen. County Clerk Henry B. Hubbard informs The Arpus T'tat if is not on file in his office. Mr. Stoxv has undertaken by his motion ts wi'hdraw" from the record a matter that foncerns the public, and & matter which has cost the tax payers of this iCoun'y, as we are informed, not less than $l,2of., which he has no warrant to do tmder the law. But. whether rnht or wronc under the law, why doi s Mr. Stow, and the other mem-!r- rs of the board, withdraw tliis evi dence from the public record? Since .. is a n.ai .er couceruing me puuiic 01- fi' ia!s of Ro k Island county, the peo- p have a right to know what it con- 'ains. and especially since O board ! of supervisors criticises the actions of j th" grand jury for not finding other irdicrments. The people have a right i to know what evidence this committee j found, and if It sustains the commit-1 tt e in Its conclusions against the grand jury, the people want to know it. ' It is said upon high authority there i is nothing in this report of evidence of th comtnit'ee tending even to show that any other public official except j the ,-heriff has h-e.n gnilty of m&ifeas-an- e in off.ee. and e'nee tie sheriff ; has t een indicted by the grand jury i , there is no reason for keeping it from i the public. TLe peop',e are very much exercised j about this matter, and unless the! t board of supervisors can sustain its ! charges against the grand jtiry in fail- : lr.g to perform its duty, every member .who h? tf.Ven part in "his charge' i against the grand Jury ought -to he. called to account Tor his conduct when te comes up for reelection.
