DEMANDS EXAMINATION Employes Blanketed by Deneen Required to Take, a New . Test. Springfield, 111., June 4. The house i civil service committee, today report ed, with a-favorable recommendation, Kasserman's civil service bill, making the tenure of civil service office hold ing four years. The bill also requires nil civil serv ice employes blanketed in two years ago by the Deneen administration to pass examinations. Two senate bills were also Reported favorably by the civil service committee. One increas es the salary of the president of the I civil service commission from $3,000 to $4,000 and provides that the com mission may fix the salary of its sec- t retary. Another gives veterans of the Spanish-American and Phillipine wars the same civil service rights as are i enjoyed by veterans of the Civil war. The bill introduced by Harris before lie was unseated designed to correct evils in the civl service laws and striking particularly at 60 day appoint ments, was reported back with a rec ommendation that it do not pass, and the bill was ordered upon the table. The drys won the first scrimmage today in the "wet and dry" fight in the nous when'they succeeded In passing the residence district bill without a sin gle vote to' spare. The measure re ceived 77 affirmative votes, a fair constitutional majority, while 69 votes were cast against it Camphell voted for bill. MINISTER OPPOSES. Representative Lloyd of Chicago, a progressive and a clergyman, voted against the residence district bill. Ex plaining his vot", he declared he was more a man than a clergyman, and said he would rather see Illinois free than sober. "I always have been on the side of the warmhearted good fel- lows," continued the clergyman-legislator. 'T have sat with my friends and drank a glass of beer and will do it again.
