the people. Liberty aad popular right are
terms of peculiar import when tired by the
demazoa-uea of iUdioalntn, implying when
anal zed merely the liberty and right to rote
the Kalioai ticket oa eieetioa aay, and tap
port the Radical party at all times: Siaoe
the lete wav there has been no liberty soath
of Mason and Ihzon'a line apart from this
idea, aad even to-day in those states still
subjeot to Radieal control there is no liberty
to oppose Radicalism. The great uprising
of last fall in Missouri, where the brave
Greu Brown and the eloquent Carl Sohnrz
oatne to the front, they did so to enfranchise
70,000 white citizens who had been deprived
of the liberty to vote simply because tbey
would not - Support Radicalism. Aad
throughout the states of the south there yet
remain hundreds of thoosands of citizens
who are denied the right of suffrage because
of their determination to exercise the God
jiveo right of voting as tbey please. As
fast as these disfranchised ones repent of
their errors and agree to vote Radical tick
ets, congress remove their disabilities, and
they are restored to liberty and the enjoy
ment of their brithright. Had the Demo
oratic perty proceeded on this Radical idea
of liberty and popular rights the present
Radical party could never have come into
existence. The very fact of Radical accession
to power in lr60, through the overthrow of
the Demooralio party which had previously
held dominion, is a standing monument of
the tolerance of the Democracy. A Demo
cratic government, ia this land or in any
other, never disfranchised a citizen, nor
soogbl to abridge popular liberty.
Ia some of the states of New Eoglaod,
where the Radieal party is in power, not on
ly is the idea above illustrated prevalent,
but the term liberty is further abridged ac
cording to the Pamaa notion, they only en
joying full liberty who elect to forego the sale
or use of iotoxioating liquors, win, beer or
cider as a beverage. And this idea, tboogh
more generally exemplified there than else
where, is by no means conhned to e
England, Dot wherever this Kadical party
gets into power its first impulse is to pass a
prohibitory liquor law. Did any one ever
hear of a ptohibitory liquor law that Origin
ated with a Iiemocratio legislature 7 On
the contrary, the lieroecretio party has
ways been noted for liberally construing the
word liberty and the term popular rights as
toroiamg the passage of such law, radi
calism originated the idea of closing the
laer beer gardens and other places of re
freehment on Sunday, and would deny to
laloriog men who wort six days in the
week tne privilege of enjojicg the neve Lib
with their families in the open air and on
the green sward. But the Democracy in
this slate neutralized all this ; and the lib
erty to-day enjoyed by the hundreds ol
thousands of worsingmen of this metropo
lis to go where they please, do what the;
please provided only they commit on erime
and refresh themselves as they please, is
due to the Iiemocratio party.
The Kadical idea of liberty, as preached
to-day, woaid give to the president, or nnj
budy else, the right to swing around any
circle he or they raiubt choose; yet it is
ouly a few years since Andrew Johnson,
tbn president, while in the exercise of this
liberty, was assailed by a Radical mob in
Indianapolis, and his right to parade, wiib
those who accompanied bins, was auocesat'ul
ly resisted. There is no disfranchisement
in Indiana, and every white male oitizea ot
proper age has a right to vote. Vet no lon
ger ago than in Hb4 certain Democrats at
tempted to vote there, aod were driven from
the polls by a Radical mob. The Radical
idea of liberty, it will be seen, does not in
elude the liberty to vote as you plea.se, but
only to vote the Kadical ticket. For assert
ing the right of assemblage, a congregation
of peaoefui christian worshipers in one oi the
southwest counties of Missouri was violent
ly dispersed by an armed Kadical mob and
tbeir preacher slam on the highway. About
the same time a considerable curnoer ol
inoffensive clergymen in the same stale.
g ii.ty of nothing worse than exercising lhat
''ireedom of hpeeoh" whub was and i now
one of the watchwords of the Radical Tarty,
were arrested and iuiprwoaed by theoiheers
of the law. Had they beeu Radicals tbey
could have enjoyed lull liberty.
Thus does Radicalism everywhere aad ai
all times, though always making loud boasie
of its championship ot liberty and popular
riyhts, restrict the exercise of those inalien
able priveieges to all but the adherents ot
its own party. It burned people suspected
of witchcraft less than a hundred years ego;
within a score of years it has sacked ana
burned churches not adhering to its own
peculiar theological creed; within ten years
it has denied to citizens of New York free
dom of speech, and La muzzled the press
of this city ; within two Tear it has sought
bv arbitrarv congressional legislation to dm i
franchise toreignboro citizen who had been J
naturalized ; and Io the utmost extent it
dared, has obstructed the road to naturali
zation for all foreigners, subjecting them to
unnecessary delays and embarrassments in
reaching citizenship. And now we hear it
prating of its love of liberty aad champion
ship of popular rights, and seeking bveverj
ci a ing device and honeyed expression to
tenpt the foreign horn aod liberty loving
pi p ilation of this oouotry to join its ranks
and strengthen it in its crusade against
what there is left of freedom io the land.
The only party of nniversal liberty, in the
broadext and fullest snnse of that term, now
existing in this country is the Democratic
party. To that organization liberty has a
meaning that the narrow bigotry and into
lerance of Radicalism utterly incapacitates
it for appreciating. It is a liberty to al
men, of every kindred, race, or nation, aod
untrameled in its application by partisan
bounds, or the restrictions of creed, nation
a'ltv or color. It is the fullest freedom of
speech, freedom of action, freejom of en
joyment in all the affairs of life, compatible
with the pablio safety aod the good order ol
the whole community. When this liberty is
assailed the Democracy will defend it, and
doe defend it, no matter whether its assail
ant he friend or foes, or whether those
denied it exercise be few and insignificant
or a myriad and influential. It was a Dem
ocratic administration that marshaled the
whole power of the general government, and
snot a formidable naval expedition to the
Mediterranean to rexcoe Manio Kotza, an
hnmbleforeign-born citizen, from the clutch
es of the Austrian government that claim
ed his allegiance, and it is the Democratic
party thai to-day defends, al home, the
rights of the great army of naturalized citi
zens who have come among us. One or
many, Democracy applies the same rule io
every ease, and assures to all their liberty,
lb lowliest blaek man in this city to-Oa
has the same rights as K. T. Stewart or Cor
nelius Vanderbilt, and a Democratic admin
istration will protect him in tha eniovnent
of those rights, oven though thev be assailed

Democracy. Our is a free country and it
can only be kept free by suppressing ever;
encroachment upon the liberty ot the peo
ple, at any cost, nod regardless of whether
the exeroise of tbat liberty is denied or at
tesnoted to be denied to one or to many.
The flagrant disregard of persooal rights
aod nniversal liberty that has been shown
by the Radical perty since its accession to
power in thefgeneral government in 1800 has
not been witnout us inuunnoe upon tne peo
nle. and some among ns have imbibed from
this deplorable example the idea that might

rale ; bat this is not Democracy, nor is it in
