He has rewarded with influential and lu crative offioies men who had acquired his fa- j or by valuable presents, thus stimulating the demoralization of our political life by his oonspicious example. He bas shown himselt deplorably unequal to the task imposed upon him by the neces sities of the country, and culpably careless of the responsibilities of his high office. lhe partisans ot the administration as suming to be the Republican party, and con trolling its organization, bave attempted to jnatify such wrongs and palliate snch abuses, to the end of maintaining partisan ascendancy. We recovuiio the equaiily of all men before the law, and hold that it is the duty of government, in its dealings with the people, mete out equal and exact justice to ail, whatever nativity, race, ooior or persua aion, religious or political. 2. We pledge ourselves to maintain the nion of these atatea, emancipation and en- frachiaement, and to oppose any re-opening of the questions settled by the thirteenth, fonrteentb and fifteenth amendments of the constitution. 3. We demand the immediate and abso late removal of all disabilities imposed on account of the rebellion, which waa finally subdued seven years ago, believing that uni versal amnesty wul result in complete paci- cation in ail aections of the country. 4. Local self-government, with impartial suffrage, will guard the rights of all citizens more securely than any centralized power. The publio welfare requires the supremacy of the civil over the military authority, aad the freedom of person under the protection the habeas corpus.
