The Republicaa house and senate are in session, but have taken do important actioD. The committee appointed by the Demo cratic house yesterday is now discharg ing its nrssioD, which .is to call upon the officer commanding the United States troops and inform him that the house is legally constituted and ask the withdrawal ot the troops from that building, and if re fused, to demand by what authority troops are retained there. Mr. Baker, ot Indiana, introduced a bill proposing a constitutional amend ment forbidding the payment of any claims growing out of loss of property durmg the late rebellion. The pension appropriation bill passed. Mr. Wood called up his resolution ask ing the president for copies of instructions to and reports from military officers in the south since August.. Of all the utterances hv nnr nrominr lit public men in the nresent nnaxamnled i crisis this Bentiment of Senator Bayard ! seems to me to have the trnnst rinir nf the olden time. It is just such a sneech as I might suppose would have proceeded from Adams or Clay or Webster had such a plot as is now going on in Louisiana been possi- dio in meir aay. Henry Ulay once said. 1 had rather be richt than Kn and Daniel Webster, one of the most cour ageous men, when criticised for his pacific and statesmanlike course in 1851, tld his hearers in his great speech at Buffalo in that year he had no great opinion of that iberty which goes over the restrains of aw or of the constitution. "I hold the constitution of the United States to be the bulwark the only bulwark of our liber ties, and our national chart." I believe, further, that when we get the tonest, sober sentiment of the ReDublican party (which is grossly misrenresented bv the New York Times and the New York Tribune) we shall find them re echoing this sentiment of Mr. Bayard. It is not a party question. It is a question which touches the liberties of every one of us. The north is suffering to this dav for her indifference to the outrage in Louisi ana in 1874. and for not then taking meas ures to prevent the recurrence ot military tampering with the ballot box, which, in the not too strong language of Prof. G. W. Sumner, seeius likely "to put our institu tions to a test compared with which the war was insignificant one which will de mand that we gather all our manhood and patriotism, and all our traditions of civil liberty and self-government," It is in the power of the thinking men of the Republican party, by a prompt, en ergetic, courageous expression of opinion, and ot their intention not to make this a party question, to avert evils too terrible to contemplate. Nothing occured to mar the pleasure ot those present and throughout the affair was splendidly managed, reflecting credit on the committee of arrangements, who spared no pains to make it the event of the season. Milwaukee, Dec. 6. It has transpired to-day that Dr. D. L. Downs, the Hayes elector from Wisconsin who was m dispute, although he was elected, isu!sc ineligible, le is an examining physician in the pen Eton bureau, and hence hold? an office of profit under the United States. It was the intention of the Democrats not to cal attention to the fact until alter his elector al vote had been cast. So far as is known here he acted with the balance of the electors, so Wisconsin has cast but nine legal electoral voles for Hayes.
