The chairman of th finance committee of the board of Buporvisors of San Francisco, on Monday last,made a report to the board of the investigation by the committee into alleged frauds at the recent general elec tion in that city. The Inquiry ' involved a through canvass of votes cast on certificates nt reirifttrfttion. numbering 17,80. The result is summarized as follows: Not en' titled to vote on account of non residence, under ace, eta, names for which there are no affidavits for certificates, 70; double voters 75: persons voting on concealed names, 379; nameB on poll lists not ap pearing on ward registers. 359; total, 3, 605. The report claims that the above proportion would bold good had the in. quiry been carried into the remainder of the city, and argues that there must have been a total fraudulent vote of 8.105. The state was counted for Hayes by a majority of 2.767 though there is no.doubt that by an noDeet vote u was tor Hideo. It was carried for Hayes by the grossest frauds. The investment of half a million on the Pacifio slope after the October elections produced a rich harvest of ballot-box-stuff ing. repeating, and every form of election frauds. It was felt that the emergency was a desperate one and desperate means were taken to meet it. At the next session of congress the iniquity should be throughly investigated. Returning Board Hayes likens his de parture from Columbus to Abraham Lincoln's departure from Springfield, six teen years ago. Both Lincoln and Hayes received a miaority of the popular vote but hero the resemblance ends. Lincolu wit n a majority or the electoral vote, was the lawfully elected president, and he left Springfield to resume the powers and the responsibilities which were Lis by right Hayes, with at least twelve votes less thai a majority, is not the honestly elected president of the United States. He leaves Columbus to occupy an office which th people gave to another man. Lincoln bade his neighbors farewell with a clear conscience and an unsullied reputation and his expressions of reliance upon divioe aid were prompted by a sincere faith Haves, with facile tongue, repeats th solemn words which Lincoln used. His reliance, however, is upon fraud and dis- j honesty, and the prayer of Lincoln comes like a profanation from bis lips. Ferry summed up the result of Ed munds's sharp practice and Joe Bradley's casting vote, as follows: For Rutherford B.PIIaycs ..1R6 votes For Samuel J. Tl Men Is4 vote Wherefore he did solemnly announce that Rutherford B. Hayes, "having re ceived a majority of all the electoral votes, is duly electad president of the United States." The twelve stolen votes of Louisiana and Florida were not separ ately invoiced by Ferry, but the people do not forget that they are in Hayes's 185 votes, and that they belonged rightfully to Samuel J. Tilden. Leaving all uoubtful votes out of the question, Ferry's an nouncement, if honest, would have been: For Samuel J. Tilden lfW vote For Kutherford 11. Haven 173 votes The Republican party will have to nc count for these stolen yotes yet. HAYES'S INAUGURAL ADDSESS Which he would have Delivered if he had told the Truth. The feat is altogether unparalleled in politicn history, and shall receive, as it deserves, a high reward. 1 must also remember the services of the illustrious High Liw Commission, which, sworn t iscertuin what electors were ijulj' sppninitrd in each State, stuck so inantul y together in the noble resolve that no evidence should be taken to prove that anybody was elected anywhere except the persons who cii-t th;ir votes for me. Where the merit wa so impartially dis tributed, it might be invidious to single out particular individuals of honorable mention; but I cannot refrain from extol ling the names of O. I'. Morton (Only lor Tarty Morton,) who two years ago, intro duced a bill authorizing cither House of Congress to reject the electoral vote of a State, but as a commissioner steadily in sisted that neither House could go behind the returns, where they were in my favor; also G. F. Edmunds (Grent Fraud Ed munds,) who two years ago denounced tha ever blessed Returning Board of Louis iana as "a contrivance of thieves," and not lit to bo regarded as seating a Senator, but who asserts that it iH to be sacredly re garded in Beating n President; and finally, tho immortal Jack Bunsby, 1 mean Joe Bradley, who, chosen us umpire in a board eijuully divided, always voted on my side. His fidelity can never be forgotten. Let me, besides, compliment the per spicacity und consistency of the Senate, which having twice voted forMortou's bill, allowing cither House to throw out an electoral vote, at length discovered, when it bt'eame necessary to elect me, that it was highly improper and unconstitutional lor either House even to think of tramp ling upou the rights of a State, especially when it was represented by a board of knaves and perjurers. It is no easy matter lor a grave body of Senators to overcome their often-expressed convictions, but iu my case it was done with the utmost facil ity and without hesitation. As some of these Senators arc soon to retire from their office they may count upon mc, as they have already counted for me. Can 1 forget an enlightened press, in this moment of high felicitation? Can 1 forget the N.Y.ZYmes which for six months poured out a steady stream of scorching abuse of my opponent, whom only a little while before it had praised as an honest and honorable man? Can 1 forget the eminent field marshal, who invented the dodge about $2,000,000,000 of southern claims whic.i had so much effect in the canvass? Can I forget the Evening Post ot iew York, which for fifty years having steadily battled for certain principles, which my opponent represents better than any other man in the Union, and which I did not represent, suddenly deserted them to take up my cause? What renders this case of desertion the more magnanimous is that the three editors of that journal, who alone had given it any influence, who alone . . . . i . bad given it any influence, were me inti mate and life long personal friends of my opponent. It is true, its services were tee- ble, but so conspicuous a disregard tor my sake, of public and private decency, ought to be acknowledged by a small share of official patronage. Great credit is alao due to the New lork Tribune, which alter contending in 1872 that the country was only to be saved by the overthrow of the liepublican party, became the champion of independent journalism, but is now happily converted to a high Bense of public virtue and party fidelity by the influence of an eminent gambler of Wall street my nend, Mr. J. Gould. Asour party is the party of moral ideas and immoral prac tices it can have no fitter organ than this joarnal whtch towers to the skies, but sells iquor in the basement. Having thus returned my thanks to those to whom I am chiefly indebted for my place by one vote, against a general popular majority of 262,000, against a ma jority of one million among the white citi zens of the country, against an electoral majonty of 21 votes, and against a decided majority in the two stolen states that were counted for me, it might be expected of me to announce my policy for the future, Bat I have not yet consulted with Char dler, Mofton or Wells, and do not desire to be premature. As, however, while was in congress, 1 voted for every bill to inflate the currency, for every subsidy to the gigantic railroad corporations, for nearly.every job.and for all Thad Stevens's extremest measures of southern oppres sion, you may infer that 1 am not going to torget my old friends, whatever 1 or any body else may say to the contrary.
