In each state the two hostile gov ernments claim to have been elected and to be supported by a majority of the peo ple., . But there U this important differ ence: Hampton and Nicholls ask nothing from the federal government. They do not want to be recognized or supported. On the other hand, Packard arid Cham berlain ask to be recognized and supported, They do not contend that Mr, Hayes shall merely officially declare them to be the lawful governors; they demand that he shall also furnish an army to protect them and uphold thorn to enforce their autho rity, subdue opposition, and serve as their police an army to remain in the state as body guard till the next election to give them th support which the people, whose choice they claim to be, refuse to give la there anv doubt about what oaght to be the administration's decision in so plain a case? Suppose, iostead of two states, there were twenty or thirty-eight in contest between rival governments, and Mr. Hayes buuuiu aoacu tu icuunuiio auu uiaiutaiu 1 . the licpubnoa n claimant in each case jLOv) DISTINCT where WOUld he find trOOpS enough ICr the 1 wanted everywhere. The task? On cue side are demanded federal interference, armies, artillery and gunboats to subiect an unwilling people to the rule of a man whom they detest and would de pose; on the other is demanded nothing at all, but the removal of these armies, artil lery and gunboats, and the leaving of the whole question to the people. The cause that Hampton and Nicholls represent is the cause of tranquility and stable order the peace and good order tnat we see in Virginia, Georgia, Mississippi. Texas and Arkansas under Democratic rule; the cause that Chamberlain and Packard represent is the cause of carpet-baggery supported by despotism the knavery, plunder and disorder that prevailed in Virginia, Geor gia, Mississippi, Texas and Arkansas a few years ago under Republican rule.
