On this day. the fifteenth anniversary nf the surrender of New Orleans tn th. forces of the United Stares, it becomes my duty to announce to you that the aid and countenance of the national eovern- ment has been withdrawn from t.h Re publicans of Louisiana and that a govern ment, revolutionary in form, is rjracticallv on the point of usurping the control ot affairs in this state. I recall the circum stances of the last electoral campaign only to tnank you tor the hdehty to the princi ple you then displayed. The Republican party, as you know, entered upon the can vass united and stronger than ever before. It had enlisted to its banner an influen tial class of native-born citizens of old Whig antecedents, who, to their honor De it said, still remain Faithful to the principle they espoused, and the govern ment they supported was f urther(strength eced by the absence from' the state of the element whose previous adherance to the party had brought it into disropute. These causes combined to briDg . about a remarkable success achieved by the lie publican party in all doubtful parishes, with one exception. Even where the white population preponderated, and which gave us a majority in the legislature, except where organized violence prevailed, our state ticket .carried every Republican parish and also a number of parishes which, ir the last legislature, were represented by Democratic members. 1 briefly summar ise the historical events which have since ociurred. The general as sembly met on the first of Jan uary last; organized with a full legal quorum in both houses; passed laws which were approved by the executive of the state, and on the second of January last canvassed and declared the vote for gov ernor. Nicholis's police seized upon tbe recruiting officers and impris oned iheni for treason, without the benefit of bail on a writ ot habeas corpus. Un the first of Jan. last, no Republican or Independent member would consent to act with the rucbolls house, and consequently, in order to obtain even an appearance of organization, they bad been compelled to call to their aid three men defeated at the polls, whose election had not been pre viously claimed. The enquiry jtherefore apema neriiient in this connection, it a returnine board quorum was so effectual for Nicholis's claim why was it that such quorum was ignored " while it remained faithful to the legal government of the state? That government had a returning board quorum from tbe day on which the general assembly convened and the legis lature was dulv organized, and re mained in legal existence till disinte crated bv the direct ' action of the commission. This result having been achieved it is a matter of record that congratulatory messages were exchanged between the president and bis commission. On ihe following day the president, by a formal order, directed that the L. b. troops occupying a building in the vicinity of the Btae house should be removed to their barracks. Those troops had been placed there by President Grant, without a formal call from the governor, to protect the returning board, while counting the vote for president. I am not wholly discouraged by tbe fact that one by ope the Republican state governments of the south have been forced to succumb to force or fraud or that the policy of Louisiana, the first state re habilitated after tho war is the last state whose government thus falls. And I be lieve it will be among the fir9t to raise itself again to the plane of equal and honest representation. 1 advise that you main tain your party organization and continue to battle for the rights of citizenship and free government. We striye for these and not for man or men. It grieves me beyond expression that the heroic efforts you haye made and cruel sufferings you have undergone to maintain republican principles in Louisiana have had this bitter ending. To those who have so gallantly stood by me in the lone contest we have passed through, I tender my heartfelt thanks. The majority of the Paris papers, par ticularly the Republicque Fraocaise, ex press the opinion that Van Moltke s declarations in the German parliament yesterday were not intended as hostile td Franco. A special from Berlin says Moltke's speech attracts as much attention as the Russian manifesto, and is generally as sumed that Moltke intended to tell French Germany that he is watching their arma nients; that he is acquainted with the peculiar disposition of their troops; that she cannot conceal their immense military efforts to aim at anything else saye re venge, at the first fitting opportunity, and warning her that Germany will not allow her to profit by the Oriental tioubles for a pursuit of anti-Teutonic plans. Mysterious Death ot Two Women. Cincinnati. April 25. Two women. giving the names of Sarah and Ida May Dill, aged 30 and 16, came from Indianap- is last night and put up at tbe Farmers' Hotel requesting to be called at 11 to day. For sale by all umgglsts. Packard's Advice to the Police. New Orleans, April 25. Packard's parting with the police last night, it is said, was quite an affecting affair. There were tour Lundred and fifty ot them, and every man wanted to shake hands and ef- cort him home. Packard made a speech. telling them if they could get any of the appropriation made for them by the Nich olls legislature to take it: their legal claims for pay for their services would still re main, as they had n?ver been discharged from the force. Some of the most effective members of the force waited on Packard at his house to day and told him they bad been offered positions in the reorganized force and they wanted his advice whether to acceDt or not. While she was crossing Kodniao avenue, at the crossing by the tine national liank, a man can e around the corner in a one horse wagon 1 loaded with saw dust, and, instead of going the way he started, lie pulled his horse close around the corner: the horse knocking the lady down and bruising her some, but not seriously. Peter Andersou is the man's name. He stopped just long enough to let her get from under the wagon, and then drove on, not stopping to see, nor seeming to care, bow badly she was hurt. If these careless drivers were fined a few times it might have a tendency to make them more careful. ftafThere are numerous aspirants for the city marshalship, among the in some who need the money which is derived from the office to keep the wolf from the door; others who think they deserve the office because of labor and sacrifices they have made for the perpetuity of Republicanism, and so on, each urging his particular claim, out is it not time that the city was looking out for its own well fare? Have we not had exhibitions enough of inefficiency in this respect, resulting from tbe appointment of men to office because it was thought that it was the easiest and cheapest way to support them? Then let officers be selected with a view to fituess and ability; men who have been tried aud not found wanting; men who are known to the citizens, and whom the people have confidence in. There are 8 or 9 applicants for the marshalship, but out of the lot, there is notoue to whom the people would look with as much confidence as to Woi. Heaton.Jr, of Washington, yj., the ceremony being performed by Rev. Mr. Holcombe, it being the first marriage ha solemnized in Rock Island. Miss Hall was a devoted member of the Episcopal church. She left with her hus band, for Washington, where thev have since resided and where she died on the 9th of this month.
