Carlyle, in a etter to the Times on the eastern ques tion says: Ilnmois prevail that Disraeli, despite the Queen's neutrality proclama tion, intends to send an English fleet to the Baltic or do some other feat which shall compel Russia to declare war against Eng land. Latterly the rumor has shifted from the Baltic and become still more sinister on the eastern side of the scene, where a feat is contemplated that will force not Russia only but all Europe to declare war against us. The Franklin cotton mill, atSauquoit, built in 1812 and owned bv H. I). Brownell & Co., was burned last night. The fire was caused by an explosion of the watchman's lantern. No trouble was anticipated by army officers on account of the failure of appropriations, since it was expected the bill would be passed early in the session, but the postponement ot an extra Eession was a great surpnse to them and nearly every bureau chief in the war department sees some difficulty ahead, all of which they mentioned to the secretary of war this morning. Sec'y McCreary has directed the paymaster general to prepare a statement showing the number of men whose terms will expire between July 1 and Oct. 15. Such statement will be sub mitted to the president, and the subject of an extra session will again he considered by the cabinet on Tuesday next. How to Send Batter and Effg" to Market.
