They want it because they have been taught to believe the offices are the personal property of the Republican party. All such are respect fully referred to Stanley Matthews who is the trading brother-in-law of the fraudu lent administration. The New York Sun says of him: "He manages its jobbing business, secures its influence in getting a senatorship for himself, and procures from it offices for the men who are serviceable to him. An office hunter needs nothing more than Stanley Matthews' recommen dation to Hayes ; and Hayes will give anybody an office who can show him the recommendation of Stanley Matthews, Consequently, the demands upon Stanley Matthews are very numerous and very pressing ; and, as he cannot keep every body and everything in the front part of his head all the time, he sometimes gets into a state of confusion. Two office hunters from Ohio appeared before Hayes the other day. It turned out that both of them were applicants for the same of ficeSupervising Inspector of Steamboats at Pittsburgh. Ote of them, who had helped Stanley Matthews into the Senate delivered Hayes his letter of recommen dation, which bore the familiar signature of Stanley Matthews ; and thereupon the other applicant, a Cincinnati ward poll tician useful to Stanley Matthews, gave Hayes his letter of recommendation, which also bore the familiar signature of Stanley Matthews. Haves was ia a fix. What could he do but refer both of the men back to Stanley Matthews?, and what could Stanley Matthews do but tell Hayes he must somehow find offices for both ol them ? They could not both be Super vising Inspectors of Steamboats at Pitts burgh ; but perhaps one could supervise and the other inspect, while both drew their salaries. The influence and jobbery of Stanley Matthews are not confined to Ohio ; and everybody in the United States who wants an office from Hayes will find it advantageous to make the application through Stanley Mathews." Belays of Justice. The New York World commends Mr. Tucker's address beforo the law students of tho Maryland university to the serious attention of the excellent people who can see nothing in our recent history so dread ful or so worthy of indignation as what they assume to be the delay of justice in Mississippi iu dealing with certain rioters in that state. It is a deplorable thing that justice should delay in dealing with rioters anywhere. It was a deplorable thing (hat rioters and leagued assassins were allowed by the governor and tho authorities of Pennsylvania to terrorize a broad region of that great commonwealth for months and years, until one bold and determined man took Lis life into his hands and compelled the servants of the law to asscit the maj esty of tho law. It will be a deplorable thing if it shall prove to be trne that the authorities of Mississippi lack either the moral courage or the material power, or both the courage and the power, t) stamp out the violence and brutality which it is but natural to suppose must have sprung up there under the law-defying and law- abrogating rule of the Federal bayonet. But nothing can bo so deplorable, in country founded like this, upon a great constitutional system of laws, as the growth among the people of a disposition to over leap the limitations of law in the pursuit even of what may be plausibly represented as good and righteous objects. Riots in Kemper county, Mississippi, are things to which good citizens ought not to be indif ferent. But neither was the breaking in upon a state legislature of armed partisans backed by United States bayonet? a thing to be regarded by good citizens with indif ference. And nobody can profitably be angry about the one whose conscience docs not tell him that he was honestly angry about the other. The Administration is about to be forced to decide whether it will recognize the Cameron dictatorship in Pennsylvania by compromising with it, or ignoring it alto gether. The issue has been fairly made on the one hand for several weeks past, and the other has been presented to the presi dent by Don Cameron. The old Winne bago chief hat, scut some treatening predic tions also to Washington to influence the situation by declaring that the Democrats w l cary the state this full. The Camei ons demand that there shall be no changes in the Federal offices, except possibly the postmastership, which they aro willing, it ia said, to see restored to George Fair man, who was removed last fall at the bid ding of the Camerons. Henry Curtis, Jr., attorney for the owners ofthe east 40 feet of lot 8: block 3, in Bailey & Boyle a addition, asking that the alley in the rear of said lot be cut down to grade. Referred to Street and Alley Committee with power to act, on motion of AldermaD Lundy, James 11. C. rield and sixteen others, asking the city to build a two-foot side walk from Indian Boundary Line to old 6th avenue, the petitioners to build 500 feet of tho walk. Referred to Sreet and Alley Coromitteo on motion of Alderman Lundy Aldermen Yv oods and liuber, Bridge Committee, and City Engineer f Boynton submitted a supplement to their report ot April 30, recommending the plan ot changing the location, and estimating that the new bridge at South Rock Island would cost $14,350; cost of repairing old bridge $7,440, and closed by recommend ing that tho Council appropriate $15,000 for building the new bridge on the new site. Keferred to the linage Committee and the Mayor to confer with the Board of Supervisors, on motion of Alderman Carse. At the request of the Mayor, Holmes Hakes stated his views as to the proposed new site of the Lew bridge in which he ob lected to tne plan, as it would injure nis property and also the property of the Milan Paper Co. The reports of the various city officers were read and refetred to the Finance Committe. at the suggestion of the Mayor, The Mayor reported, for the Water Committee, that they had made a proposi tiod to F. A. Cramer, which he accepted, to take the entire control ot the city water works, act as superintendent and attend to the unloading of coal at the works, and to receive $3,300 per year, commencing March 1. 1S77. Report accepted on motion of Alderman Lundy. The Mayor appointed Wm. C. Black a it a . it. ourn as pon tax. collector, and ne was confirmed by a unanimous vote. He will appoint four policemen as his depu ties, Alderman Lundy reported that he had examined the Sheriffs books and found that it had cost the city $200 for boarding prisoners and turnkey lees during the past fix months, and presented a proposi tion from Sheriff Perkins to the effect that when tho amount of board is $25 or less he be allowed 80 cents per day; over $25 and under $50 he win deduct 5 per cent; over $50 and under $75 he will deduct 10 per cent; and when $75 and over he will deduct 15 per cent. Report received and proposition accepted, on motion of Alder man Y oods. The committee appointed t consider tho matter of appointing a special watch man fur Star block, reported unfavorably and the report was accepted, on motion of Alderman LuDdy, 1. C. Uilis made a proposition to paint ail the gas posts in the city f-jr twenty five cents for each post.
